About this file
This document is a Questions and Answers (Q&A) file for NASA's Advanced Spacesuit Regulator (ASR) solicitation (Number: 80JSC025ASREG). The Q&A addresses five key points, including proposal submission timeline, technical volume page limits, and contract performance periods. NASA has confirmed a 45-day response window for the Request for Proposal (RFP) and maintained the 65-page limit for the Technical Volume. The contract involves developing oxygen regulators for spacesuits used in Extra Vehicular Activities (EVAs) in Low Earth Orbit and lunar destinations, with specific performance milestones: Option 2 must be completed by June 30, 2027, and Option 3 Spares are due by July 30, 2027. NASA also provided limited background on existing xEMU regulator design, referencing several technical publications about oxygen regulator development and testing, while noting restricted data sharing rights on the current design.

Question # Page # Subject/Section RFP Language Question/Comment NASA Response
1 188 L.13.2(a) The entire proposal is bue by TBD, at 1:00 PM Central Standard Time.
Given the requirements in Vol IV Responsibility Considerations, and the time required to compile appropriate financial support documents, a 45-day RFP response window would be beneficial to Offerors
NASA has agreed to a 45-day response timeframe for the RFP.
2 188 Table L-2 Vol I Technical Acceptability Factor (Subfactor A) - 65 page limit
We suggest the Technical Volume page limit for Subfactor A be capped at 30 pages, resulting in a total page limit of 45 pages (Subfactor A = 30;
Subfactor B = 15)
The page limit will remain at 65 pages or less.
3 189 L.13.4(a) L.13.4(b)
Subfactor A: Contract and Program Management Approach Subfactor B: Technical Ability Assessment Questions
Table L-2 lists the sub factors as (A) Technical Approach; and (B) Contract and Program
Management Approach. We suggest these be reconciled against L.13.4(a)&(b) for consistency.
Appropriate adjustments will be implemented.
What are the limitations for the current xEMU regulator? Can lessons learned from that development be shared?
NASA has limited data sharing rights on the existing design, but we can discuss lessons learned from operating the regulators at a system level after a contract has been awarded.
For additional background on the development of the current xEMU design, you may find the following papers from the International Conference on Environmental Systems (ICES) useful. These publications provide valuable insight into the history, design evolution, and testing of key components within the Portable Life Support System (PLSS). The corresponding links are included below:
ICES-2023-27: Space Suit Portable Life Support System Oxygen Regulator History, Development, & Testing Results
ICES-2015-327: Shuttle/ISS EMU Failure History and the Impact on Advanced EMU Portable Life Support System (PLSS) Design
ICES-2017-369: Oxygen Compatibility and Challenge Testing of the Portable Life Support System Variable Oxygen Regulator for the Advanced Extravehicular Mobility Unit
5 1 "Offerors may propose their preferred periods of performance, but all contracts must end no later than June 30, 2027."
Other portions of the draft RFP (sections 1.3, 2, and 2.3) state that Option 2 must be completed by June 30, 2027. Please clarify what NASA's intention is for completion of Option 3. Is completion of Option 3 prior to June 2027 intended to be a requirement of this contract?
Should completion of Option 3 be assumed to be a stretch goal for the contract but not mandatory?
Completion of Option 2 due by June 30, 2027.
Completion of Option 3 Spares are due July 30, 2027.
