SUBJECT: Draft Request for Proposal (DRFP), Solicitation No. 80JSC025ASREG, for the Advanced Spacesuit Regulator (ASR)

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center’s Advanced Spacesuit Regulator (ASR) Contract solicitation.

The primary objective of this requirement is to develop a next-generation oxygen regulator for spacesuits, designed to meet the highest standards of functionality and safety. This advanced system will play a crucial role in supporting mission objectives and will serve as an essential component for future NASA and commercial missions to the Moon and beyond. Additionally, the ASR acquisition may address the evolving needs of other NASA Centers, including enhancements to oxygen regulation systems, integration of advanced filtration technologies, and electronic control mechanisms for precise set-pressure adjustments.

Potential Offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, intellectual property clauses, schedules, proposal instructions, proposal page count, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.

NASA reserves the right to select for award one, multiple, or none of the proposals received in response to this solicitation. The contract type is Cost-Plus-Fixed-Fee (CPFF). An approved accounting system is required for award per M.3(b)(2) of this document.

Offerors may propose their preferred periods of performance, but all contracts must end no later than June 30, 2027. Since this is not a follow-on acquisition, no phase-in period is applicable.

Offerors should refer to Section L.9, JSC 52.215-126 PERIOD COVERED BY PROCUREMENT (AUG 2018) for submission requirements related to the performance period.

This acquisition will be procured using full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 336419, Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing. Under this NAICS code, the Small Business Size Standard is 1,050 employees.

The current planned release date for the Final Request for Proposal (RFP) is on or about June 24, 2025, with proposals being due approximately 30 calendar days later.

The anticipated contract award date will be October 1, 2025, or sooner with an immediate effective date. The contract will be performed primarily offsite at the contractor’s chosen facility. Additional testing may be performed onsite at NASA’s Johnson Space Center and White Sands Test Facility as provided in the Statement of Work, or via technical direction.

The following additional information is provided to assist in understanding this acquisition:

1. Throughout the solicitation “TBD” is a fill-in to be completed by the Contracting Officer prior to award, and “OFI” is a fill-in to be completed by the Offerors in their proposal submission.

2. After release of the final RFP, the ASR Pre-Solicitation Conference is anticipated to be held one week after the release of the final RFP. Notice will be posted on www.SAM.gov and the acquisition website noted below.

3. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to NFS clause 1852.209-71 Limitation of Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting. Section I also includes 1852.237-72 - Access to Sensitive Information, and 1852.237-73 - Release of Sensitive Information which are incorporated by reference.

4. Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential Offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. This DRFP is not a solicitation and NASA is not requesting proposals. This DRFP does not commit NASA Johnson Space Center to pay any proposal preparation costs, nor does it obligate NASA Johnson Space Center to procure or contract for this requirement. 1. GENERAL

1.1 Purpose

This statement of work (SOW) defines the tasks and deliverables associated with design and development of the Primary and Secondary Oxygen Assemblies.

1.2 Background

The Advanced Spacesuit Regulator (ASR) is the chief component in the Portable Life Support System (PLSS) Oxygen Assemblies. The ASR provides the necessary oxygen pressure control for the crew member during prebreathe, EVA, post EVA airlock operations, and Decompression Sickness (DCS) treatment. Historically, regulators used in EVA suits such as the Apollo and Shuttle EMUs provided a mechanically actuated oxygen regulation with one or two set points. Experience gained during EVA operations, and advancement in technologies have driven the need for new, electronically settable regulator assemblies that provide spacesuit oxygen pressure regulation for a variety of mission scenarios and operating conditions. These needs resulted in the concept for an ASR, defined in CTSD-ADV-2241, Advanced Spacesuit Regulator End Item Specification for the Exploration Portable Life Support Subsystem (xPLSS). The ASR is intended to be a modular, drop-in solution that can be implemented within the existing government reference design spacesuit, the Exploration Extravehicular Mobility Unit (xEMU).

1.3 Scope of Effort

The work performed and products delivered shall conform to the requirements defined in this SOW and in the documents listed below with reference to the compliance matrix provided in Section 1.4:

All efforts in this contract are in support for a planned completion date of Option 2 no later than June 30, 2027. The Baseline and Option 1 scope of this SOW are organized to provide review and testing milestones to validate the ASR design before delivering the final QTY 6 units under the scope of Option 2.

The Contractor shall provide all materials (less the equipment and facilities listed in Section 3), tooling, analysis tools, and labor required to complete the effort defined in this SOW.

The overall scope of activities to be performed are as follows:

1) ASR Planning

a) Develop a detailed project schedule based on deliverable dates provided in Section 2.0

b) Develop a Verification and Validation plan for verification of Base, Option 1 and Option 2 requirements

2) ASR Design Work

a) Perform the necessary non-recurring engineering (design, drafting, analyses, testing, etc.) to develop a working prototype of an ASR.

b) Develop a preliminary computer aided design (CAD) model and drawing set.

3) ASR Build

a) Manufacture Qty 1 Engineering Development Unit (EDU) ASR

4) ASR EDU DVT

a) Develop a Hazard Analysis (HA)

b) Conduct Design Verification Testing (DVT) to demonstrate the ASR EDU’s performance.

DVT includes all functional verifications to prove the EDUs perform adequately and meet the most basic functional requirements. By the end of this phase, all DVT verifications shall be completed to prove functional requirements can be met or mitigated.

Note: This testing may be conducted at the Contractor, a Sub-Contractor, or NASA facilities.

The Contractor shall include a preliminary test plan identifying required NASA testing resources as part of their response to this SOW. Available NASA Facilities are shown in Section 3.

5) ASR Critical Design Review (CDR)

a) Conduct an in-person CDR at the Johnson Space Center (JSC) to demonstrate that the maturity of the design is appropriate to support proceeding with full-scale fabrication, assembly, integration, and test. The CDR determines that the technical effort is on track to complete the system development, meeting functional and performance requirements within the identified cost and schedule constraints at an acceptable risk.

To conduct a CDR, the following entrance criteria must be met:

1. The baselined detailed design (~90% of final design completed) can be shown to meet all technical requirements and performance measures.

2. Product build-to specifications along with supporting trade-off analyses and data are ready to be baselined after CDR comments are incorporated.

3. Fabrication, assembly, integration, and test plans and procedures are ready to be baselined after review comments are incorporated.

4. The technical data package (e.g., integrated schematics, interface control documents, engineering analyses, and specifications) are complete, including technical performance related to margins.

5. The design has defined operational limits and constraints.

6. DVT verifications are completed.

7. Pre-Delivery Qualification (PDQ) test plans are ready to be baselined.

8. Project risk assessment and mitigation plans are completed.

1.3.2 OPTION 1 (If exercised in accordance with Clause F.4 OPTION TO EXTEND THE PERIOD

OF PERFORMANCE)

3) System Acceptance Review (SAR)

a) Conduct an in-person SAR at the Johnson Space Center (JSC) to verify the completeness of the ASR.

To conduct an SAR, the following entrance criteria must be met:

1. PDQ verifications on both Qualification Units are Completed.

2. Baselined as-built hardware documentation is complete and provided to NASA, including:

• Final CAD models and drawings

• Final analysis reports

• Manufacturing plans

• Final Hazard Analysis(es)

• Material Usage Agreements

3. All open items from the CDR are completed.

4. The data package has been updated with all PDQ test results and provided to NASA.

5. Documentation that the delivered ASR complies with the established PDQ criteria and will perform properly in the expected operational environment is provided to NASA.

3. NASA FACILITIES

3.1 Ground Support Equipment

This section is intended to list the various Ground Support Equipment (GSE) used for testing the Advanced Spacesuit Regulator. PDQ and PDF activities must be performed on Class GSE equipment.

3.1.1 CONTROLLED GSE (CLASS GSE):

• PLSS Test Stand (Rm 348, SSSL)

• High Pressure Oxygen Test Stand (HPOTS)

3.1.2 UNCONTROLLED SUPPORT EQUIPMENT (CLASS 3 OR UNCONTROLLED):

• Spacesuit Regulator GN2 Test Rig (SRGTR)

• PLSS Test Stand (Rm 2005, Chamber C)

3.2 Facilities

This section provides a brief overview of the various test facilities that could be utilized to verify Advanced Spacesuit Regulator requirements. This list is not all-inclusive and specific tests could be performed at alternate locations as deemed necessary.

3.2.1 JSC BUILDING 7 SPACE SUIT SYSTEMS LABORATORY (SSSL)

This facility is the primary testing facility for performing acceptance and qualification testing of the Advanced Spacesuit Regulator. This facility contains the GSE PLSS Test Stand, HPOTS, and SRGTR. The following list of testing could be performed using hardware found in this facility:

3.2.2 JSC BUILDING 7 PLSS DEVELOPMENT LAB

WSTF is located in Las Cruces, NM and is used to perform initial oxygen-wetted testing of the ASR.

G.2 NFS 1852.232-80 SUBMISSION OF VOUCHERS FOR PAYMENT (APR 2018)

(a) The designated payment office is the NASA Shared Services Center (NSSC) located at FMD

Accounts Payable, Bldg. 1111, Jerry Hlass Road, Stennis Space Center, MS 39529.

(b) Except for classified vouchers, the Contractor shall submit all vouchers and invoices using the steps described at NSSC's Vendor Payment information Web site at:

https://www.nssc.nasa.gov/vendorpayment. Please contact the NSSC Customer Contact Center at 1-877-NSSC123 (1-877-677-2123) with any additional questions or comments.

(c) Payment requests.

(1) The payment periods are stipulated in the payment clause(s) contained in this contract.

(2) Vouchers submitted under cost type contracts and invoices submitted under fixed-price contracts shall include the items delineated in FAR 32.905(b) supported by relevant back-up documentation. Back-up documentation shall include at a minimum, the following information:

(i) Vouchers.

(A) Breakdown of billed labor costs and associated contractor generated supporting documentation for billed direct labor costs to include rates used and number of hours incurred.

(B) Breakdown of billed other direct costs (ODCs) and associated contractor generated supporting documentation for billed ODCs.

(C) Indirect rate(s) used to calculate the amount of billed indirect expenses.

(D) Progress reports, as required.

(ii) Invoices.

(A) Description of goods and services delivered as part of the contract's terms and conditions, including the dates of delivery/performance.

(B) Progress reports, as required.

(C) Date goods and services were performed.

(iii) Fee vouchers.

(A) Listing of all provisionally-billed fee by period or date earned since contract award.

(B) A reconciliation of all billed and earned fee.

(C) A clear explanation of the fee calculations.

(d) Non-electronic payment requests. The Contractor may submit a non-electronic voucher/invoice using the steps for non-electronic payment requests described at https://www.nssc.nasa.gov/vendorpayment, when any of the following conditions are met:

(1) The Contracting Officer administering the contract for payment has determined, in writing, that electronic submission would be unduly burdensome to the Contractor.

(2) The contract includes provisions allowing the contractor to submit vouchers or invoices using the steps for non-electronic payment. In such instances the Contractor agrees to submit non-electronic payment requests using the method or methods specified in Section G of the contract.

(e) Improper vouchers/invoices. The NSSC Payment Office will notify the contractor of any apparent error, defect, or impropriety in a voucher/invoice within seven calendar days of receipt by the NSSC Payment Office. Inquiries regarding requests for payment should be directed to the NSSC as specified in paragraph (b) of this section.

(f) Other payment clauses. In addition to the requirements of this clause, the Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payment requests.

(g) In the event that amounts are withheld from payment in accordance with provisions of this contract, a separate payment request for the amount withheld will be required before payment for that amount may be made.

G.3 NFS 1852.245-71 INSTALLATION-ACCOUNTABLE GOVERNMENT PROPERTY -

ALTERNATE I (JAN 2011)

(a) The Government property described in paragraph (c) of this clause may be made available to the Contractor on a no-charge basis for use in performance of this contract. This property shall be utilized only within the physical confines of the NASA installation that provided the property unless authorized by the Contracting Officer under (b)(1)(iv). Under this clause, the Government retains accountability for, and title to, the property, and the Contractor shall comply with the following:

NASA Procedural Requirements (NPR) 4100.1, NASA Materials Inventory Management Manual;

NASA Procedural Requirements (NPR) 4200.1, NASA Equipment Management Procedural Requirements;

NASA Procedural Requirement (NPR) 4300.1, NASA Personal Property Disposal Procedural Requirements Property not recorded in NASA property systems must be managed in accordance with the requirements of the clause at FAR 52.245-1, as incorporated in this contract.

The Contractor shall establish and adhere to a system of written procedures to assure continued, effective management control and compliance with these user responsibilities.

In accordance with FAR 52.245-1(h)(1) the contractor shall be liable for property lost, damaged, destroyed or stolen by the contractor or their employees when determined responsible by a NASA Property Survey Board, in accordance with the NASA guidance in this clause.

(b)

(1) The official accountable recordkeeping, financial control, and reporting of the property subject to this clause shall be retained by the Government and accomplished within NASA management information systems prescribed by the installation Supply and Equipment Management Officer (SEMO) and Financial Management Officer. If this contract provides for the Contractor to acquire property, title to which will vest in the Government, the following additional procedures apply:

(i) The Contractor shall not utilize the installation's central receiving facility for receipt of contractor-acquired property. However, the Contractor shall provide listings suitable for establishing accountable records of all such property received, on a monthly basis, to the SEMO.

(ii) The Contractor shall furnish a copy of each purchase order, prior to delivery by the vendor, to the installation central receiving area.

(iii) The Contractor shall establish a record for Government titled property as required by FAR 52.245-1, as incorporated in this contract, and shall maintain that record until accountability is accepted by the Government.

(iv) Contractor use of Government property at an off-site location and off-site subcontractor use requires advance approval of the Contracting Officer and notification of the Industrial Property Officer.
