About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base seeks production and delivery of Advanced Concept Ejection Seat (ACES) II Harness Release Cartridges and Impulse Drogue Gun Cartridges for domestic U.S. Air Force requirements and foreign military sales to 24 allied nations, with proposals due July 8, 2026. The procurement is unrestricted with no set-aside.

Place of performance is Hill Air Force Base, Utah (7981 Georgia Street, Hill AFB, UT 84056). The two primary items are Harness Release Cartridges (NSN 1377-01-649-5552, DODIC MD87, part number 1002-41) and Impulse Drogue Gun Cartridges (NSN 1377-01-652-2801, DODIC MD89, part number 1003-24), both currently manufactured by Rockwell Collins Inc. (CAGE 17610) and Chemring Energetic Devices (CAGE 93455). Total quantities include 550 Harness Release Cartridges for USAF, 418 additional USAF units with to-be-determined delivery dates, and 1 to 114 units per foreign military sales customer across 24 entities including Egypt, Saudi Arabia, Qatar, Turkey, Taiwan, Thailand, and NATO, with required delivery by May 31, 2027 for most FMS customers. The total award value is $2,275,287.18 on a firm-fixed-price basis. The solicitation identifies this as a Foreign Military Sales requirement with expedited delivery and partial deliveries authorized at no additional cost.

Distinctive requirements include ISO 9001:2015 quality certification, first article testing with approval required before production, serial number physical item markings per CAD/PAD Item Marking Instructions (version 1.6, dated March 6, 2023), unique item identification (IUID) tracking, and Buy American Act compliance. Contractors must submit Contract Data Requirements Lists (CDRLs A001, A005, A006, B001, B002) including acceptance test plans and first article test reports, with payment withheld until DCMA and DFAS approval. The procurement has been amended five times since posting (amendments A1 through A5 issued January 7, April 10, May 7, and June 5, 2026), with successive closing-date extensions. Evaluation uses a best-value tradeoff methodology weighing technical factors (Qualified Vendor as pass/fail; Schedule as trade-off) significantly more heavily than cost/price, with only qualified offerors considered. NAICS code 325920, size standard 750 employees; PSC code 1377.
