About this opportunity

Naval Supply Systems Command seeks a design-build renovation of Admiral Baker Golf Course at Naval Base San Diego, with proposals now due September 8, 2026 at 3:00 PM Central Time. Amendment 0003, issued August 24, extends the original August 28 deadline. The procurement uses Non-Appropriated Funds (NAF) generated from Morale, Welfare, and Recreation operations, not appropriated federal dollars.

Place of performance is San Diego, California. The scope includes site development, demolition and site preparation, installation of government-furnished materials, renovation, and restoration of the 18-hole course. A Hydrology and Hydraulic Engineering Study and Report supports the technical basis for redesigned drainage infrastructure, retention basins, underground conveyance systems, and irrigation optimization to resolve chronic drainage issues and enhance operational efficiency and player safety.

The total available budget is $15,956,102 for design and construction combined, with cost breakdown by CLIN numbers for 65% Design, 95% Design, 100% Design, and Construction phases. Lump sum pricing is permitted. Key personnel required include a Project Manager/Design Manager, Architect and Engineer of Record, Chief of Contractor Quality Control, On-site Superintendent, and Site Safety and Health Officer, each with 5 years of experience. Evaluation employs best value methodology with technical factors weighted equally to price. Contract administration includes 10% retainage on invoices and liquidated damages of $207.80 per calendar day of delay. Both Payment and Performance Bonds are required. The NAICS code is 713910, Golf Courses and Country Clubs; PSC is Y1PA, Construction Of Recreation Facilities (Non-Building). Contracting Officer is A'Keesha Stark (901-874-6680).
