About this opportunity

The Defense Finance and Accounting Service (DFAS) is seeking maintenance and support services for access control systems (ACS), intrusion detection systems (IDS), and closed-circuit television (CCTV) equipment at their Indianapolis operations site. The procurement covers comprehensive maintenance of approximately 120 card readers, 102 IP cameras, LENEL OnGuard system administration, Bosch and DMP intrusion detection panels, alarm monitoring, video viewer systems, automatic door openers, and all associated hardware and software. Contractors must possess LENEL/On-Guard certification, be authorized Bosch and DMP resellers, and demonstrate expertise in LENEL OnGuard software with yearly certifications maintained. The evaluation will assess three factors in order of importance: certifications, past performance (weighted more heavily than price), and price, with the government selecting the proposal representing the best value. Quotations are due by 5:00 PM EST on October 28, 2025, and must be submitted electronically to the designated contracting officer.

This opportunity is structured as a 100% small business set-aside under the total small business program, with the contract anticipated to run from December 26, 2025, to December 25, 2026, including four potential one-year option periods that could extend the total contract duration to five years through December 2030. The procurement is configured as a single-award, firm-fixed-price contract with a total potential value of $25,000,000 across all option years. Service requirements include 24/7 telephone consultation, emergency response within four hours, non-emergency response within 24 hours, on-site technician support, system repairs and testing, equipment installation and removal, and monthly reporting. The contractor must provide U.S. citizen personnel who can obtain required security clearances and complete mandatory training, reflecting the sensitive nature of the federal facility's security infrastructure. Market research identified only three vendors in the Indianapolis area with the specialized LENEL certification required for this work, indicating limited competition for this specialized security systems maintenance contract.
