About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis seeks instructional support services for the U.S. Army Cyber School's Advanced Cyber Operations-Procedures (ACO-P) functional course, with proposals due June 2, 2026, and questions due May 5, 2026. The procurement is a women-owned small business (WOSB) set-aside. An amendment issued May 26 extended the proposal deadline from May 28 and provided updated Q&A responses, a revised Performance Work Statement, and revised proposal instructions; all text updates reflect the May 26 amendment state.
Place of performance is Fort Gordon, Georgia. All contractor personnel must be U.S. citizens and obtain and maintain Top Secret/Sensitive Compartmented Information (TS/SCI) clearance eligibility, with clearances adjudicated before work performance begins on July 1, 2026. Personnel must complete mandatory DoD security certifications including Information Security-CUI Training and Certification (IS-CTC) within 30 days and Classified Foreign Disclosure-Information Classification (CFD-IC) within 90 days of onboarding.
The contract is Firm Fixed Price with a 12-month base period (July 1, 2026 – June 30, 2027) and two optional 12-month extension years. The contractor shall provide instructor/writer and range developer personnel for classroom instruction, government-owned curriculum development, virtual cyber range management on the Persistent Cyber Training Environment (PCTE) network, and Mobile Training Team (MTT) surge capability at CONUS locations as directed. Estimated annual workload is approximately 11,178 instructor/writer hours, 5,589 range developer hours, and 2,520 MTT/surge hours. Instructor/writers must have three or more years of cyberspace operations experience with USCYBERCOM or the Intelligence Community, relevant certifications (NSA Windermere, OSCP, GXPN, or CRTO), and one or more years of instructor experience; a bachelor's degree may be substituted with two additional years of distinguished operational experience. Range developers require two or more years of infrastructure-as-code or VMware experience and proficiency in scripting languages (Bash, PowerShell, Python).
The NAICS code is 611430, Professional and Management Development Training; PSC is U008, Education/Training—Training/Curriculum Development. Evaluation applies three factors: Technical Capability (technical ability and staffing/recruitment/retention/management approach), rated as Acceptable or Unacceptable; Past Performance, assessed on contracts within the past three years focusing on quality of service, schedule adherence, cost control, and customer satisfaction, rated as Acceptable, Unacceptable, or Unknown/Neutral; and Price, evaluated for reasonableness and completeness without numerical scoring. The award will be made to the Lowest Priced Technically Acceptable offeror using best value source selection. Trade-offs between cost and non-cost factors are prohibited. A small business subcontracting plan is required. Proposals must be submitted as four separate volumes: Volume I (General, no page limit); Volume II (Technical, 30 pages maximum including technical ability and staffing approach); Volume III (Past Performance, 3 pages per reference with 3–5 references from past three years, excluding consent letters and questionnaires from the page count); and Volume IV (Price) in Microsoft Excel and PDF formats with employee total compensation plans and completed SF 1449 continuation sheets.
