About this file

This is a Questions and Answers document for an Advanced Cyber Operations-Procedures (ACO-P) training and instruction contract solicitation.

The government seeks contractor support for delivering cyber training at Fort Gordon, GA, with a period of performance beginning July 6, 2026, consisting of one 12-month base year and two 12-month option years. Key requirements include providing instructors/writers and range developers with Top Secret/Sensitive Compartmented Information (TS/SCI) clearances, with all personnel required to obtain TS/SCI adjudication by the performance start date. The contractor must complete security certifications including IS-CTC within 30 days and CFD-IC within 90 days of onboarding. Qualifications for instructors/writers include course completion or prior instructor/developer experience in specified cyber courses, with the ability to substitute a bachelor's degree requirement with two additional years of distinguished operational experience in cyberspace operations. The Quality Control Plan must be included in Volume II (Technical Experience) of the proposal with a revised 20-page limit for that volume.

Pricing includes fixed labor costs with separate travel and Surge/Mobile Training Team (MTT) CLINs. Travel costs are reimbursable in accordance with the Joint Travel Regulations on a cost basis, with a base-period Not-to-Exceed amount of $7,829.25 for standard travel and $45,094.00 for Surge/MTT activities. The government will provide 30 days' notice for surge requirements and will supply all course materials, PCTE accounts, and system access on the performance start date. Pre-existing contractor tools, templates, and proprietary materials remain contractor-owned if properly identified and marked. Past performance references must be from the past three years, with three to five references submitted, and required consent letters and questionnaires excluded from the three-page limit per reference.

52.212-1 PWS 1.6.1 / Volume II Page

Limit PWS 1.6.1 states the initial Quality Control Plan shall be delivered with the proposal, and Addendum 52.212-1 limits Volume II to 20 pages. Should the initial QCP be included within the Volume II 20-page limit, included in Volume I, or submitted as a separate attachment not counted against the Volume II page limit?

Include QCP in Volume II - Technical Experience. The page limit has been revised in Addendum 52.212-1

2 Attachment 7 PWS PWS 1.6.8 / Technical Exhibit 3 PWS 1.6.8 references the Government’s historical staffing data provided under Technical Exhibit 3. Please confirm that the Technical Exhibit 3 staffing data is provided for estimating/reference purposes only and does not prescribe a mandatory staffing mix or level of effort, provided the Offeror demonstrates an adequate approach to meet all PWS requirements.

Yes, Technical Exhibit 3 is only an estimate and does not prescribe a mandatory staffing level of effort. TE3 updated in PWS

3 Attachment 7 PWS PWS 2.1.5 PWS 2.1.5 defines Key Personnel, but the PWS does not appear to identify specific key personnel positions. Are any positions considered Key Personnel for this requirement?

The Government does not require Key Personnel for this effort. The Government does require a POC that can interface with the COR.

4 Attachment 7 PWS PWS 1.6.18 / PoP PWS 1.6.18 states Phase-In/Phase-Out is not applicable, while the period of performance begins 6 July 2026. Will the Government support pre-performance onboarding activities after award but before the PoP start date, including CAC processing, account initiation, security in-processing, classroom coordination, PCTE access, and Government-furnished material transfer?

The vendor is responsible for all on boarding activities beginning at the PoP start date.

Please confirm whether all proposed personnel must possess active TS/SCI eligibility at proposal submission, at award, or by work performance start date.

All contractor employees must have TS/SCI adjudication at performance start. PWS Paragraph 1.6.7 and 1.6.8.2 will be changed to state personnel must have a TS/SCI clearance at the start of work performance.

6 Attachment 7 PWS PWS 1.3 PWS 1.3 states support may be conducted up to TOP SECRET//SCI//REL TO USA, FVEY. Will the Government sponsor any required indoctrination/read-on after award for otherwise eligible personnel, or must all proposed personnel already possess the required SCI accesses and releasability at award?

All proposed personnel must already have TS/SCI before the work performance start date. The Government will not sponsor contractor employees.

7 Attachment 7 PWS PWS 1.6.8.3 PWS 1.6.8.3 references IS-CTC no later than 30 days after assuming duties and CFD-IC within 90 days of onboarding. Please confirm that proposed Instructor/Writers are not required to possess IS-CTC and CFD-IC at proposal submission or contract award, provided they complete these requirements within the stated post-onboarding timelines.

Yes, the PWS paragraph is correct per TRADOC regulation 350-6

8 Attachment 7 PWS PWS 1.6.8.3 PWS 1.6.8.3 references “Zero Point Security Certified Red Tram Operator (CRTO).” Should this be interpreted as “Zero Point Security Certified Red Team Operator (CRTO)”?

Zero Point Security Certified Red Team Operator (CRTO) is correct.

PWS has been updated.

9 Attachment 7 PWS PWS 1.6.8.3 PWS 1.6.8.3 permits course completion/certification documentation in one or more listed courses, including Advanced Cyber Operations Course – Procedures (AOC-P). Please confirm that documented AOC-P course completion or prior AOC-P instructor/developer experience satisfies this portion of the Instructor/Writer qualification requirement.

PWS paragraph 1.6.8.3 identifies the required qualifications. They include course completion/certification AND experience.

10 Attachment 7 PWS PWS 1.6.8.3 / 1.6.8.4 PWS 1.6.8.3 and 1.6.8.4 permit substitution of the bachelor’s degree requirement with additional operational or hands-on experience.

Please confirm that the additional years of qualifying experience may be used in lieu of the degree requirement for both Instructor/Writer and Range Developer positions when all other labor category requirements are met.

PWS 1.6.8.3 and 1.6.8.4 clearly state "The degree requirement may be substituted with a minimum of two (2) additional years of distinguished operational experience as a cyberspace operator within USCYBERCOM or the Intelligence Community. This experience must be in addition to all other requirements listed and include documented evidence of skills progression.

11 Solicitation / Attachment 7 PWS CLINs 0003/0004; PWS 1.6.14 / 5.8.3

The SF 1449 includes Travel CLINs and Surge/MTT CLINs, but PWS 1.6.14 states Contractor Travel is “Not Applicable,” and PWS

5.8.3 states Payment for Travel is “Not Applicable.” Please clarify whether MTT travel is reimbursable under the Travel CLINs, included within the Surge CLINs, or required to be included in the Offeror’s fixed labor price.

Travel costs are reimbursable IAW JTR on a cost basis. The contractor will invoice for Surge/MTT travel under a travel Sub CLIN established in the contract. The PWS has been updated to reflect travel requirement information in 1.6.14 and 5.8.3. Additionally, the requirement for a Trip/Conference report has been added as CDRL A007 The vendor is not required to propose to SURGE/MTT on the SF1449; the Government has provided a NTE amount which will be applied to SURGE/MTT labor and travel.

12 Solicitation / Attachment 7 PWS CLIN 0004 / Surge NTE / PWS 5.5

CLIN 0004 states that the contractor shall provide an MTT capability for ACO-P training at locations other than Fort Gordon, GA, and establishes a base-period Surge NTE amount of $45,094.00. However, the solicitation does not identify the anticipated number of surge/MTT events, event duration, student count, required staffing mix, or locations. Please clarify whether the CLIN 0004 NTE amount applies to the entire base-year period of performance, to each individual surge/MTT event, or to another defined period. Please also provide the expected planning assumptions offerors should use for pricing the base and option-year Surge CLINs.

The length of those MTTs would be approximately the length of the course (7 weeks). The Surge/MTT requirements (staffing estimates, class info travel info) will be provided at the time they become known to the Government for the vendor to propose on an individual event basis.

There are estimated hours per year in TE 3. The NTE amount is the Government ceiling for each calendar year. The vendors are not required to propose to the Surge CLINs in their initial proposal. The government will provide a plug in NTE number for the Surge/MTT CLINS. Current MTT requirement is 0.

13 Solicitation / Attachment 7 PWS CLIN 0004 / PWS 5.5 The solicitation states the Government will provide 30 days’ notice for surge requirements. Please confirm that the Contractor will receive at least 30 days’ notice for any surge/MTT requirement and that no surge/MTT work will be required without prior written approval and adequate task order funding. If the Government anticipates requiring support on less than 30 days’ notice, please clarify how that requirement should be priced and authorized.

PWS 5.5 indicates that 30 days notice will be given by the Government and provides the mechanism for providing proposed pricing for SURGE/MTT requirements. The Gov't anticipates that the same process would apply in the event the Government is unable to provide the 30 days notice.

14 Attachment 7 PWS PWS 1.4 / 5.3 / 5.4 What Government-furnished materials will be provided after award, including current POI, lesson plans, student guides, instructor guides, practical exercises, range diagrams, PCTE images, accounts, scripts, OPAL/Threat Cards, assessment rubrics, and prior ACO-P validation materials?

Instructors will have all access to POI and course materials to statisy the delveriables of the contract after the PoP start date. Not before.

15 Attachment 7 PWS PWS 1.4 / 5.4 Will the Government provide all required PCTE accounts, permissions, environment access, Government-furnished software/tools, and licenses necessary for range development and instruction? If yes, when will access be granted relative to award and PoP start?

Access to all equipment and systems for Instruction will be available on the PoP start date.

16 Attachment 7 PWS PWS 1.4 / 5.3 The PWS requires course/content updates to USCYBERCOM. Please clarify the approval workflow, Government approval authority, review timeline, and whether the Contractor may implement urgent technical fixes to labs/range components before formal curriculum approval when required to prevent classroom disruption.

This process will be discussed between the Course Manager and the Vendor at the Pop start kick off date.

17 Attachment 7 PWS PWS 1.6.16 PWS 1.6.16 grants the Government unlimited rights to documents/materials produced under the contract. Please confirm that pre-existing contractor tools, templates, processes, assessment engines, automation scripts, and commercial/proprietary materials used to perform the contract, but not developed exclusively under this contract, remain contractor-owned if properly identified and marked.

Pre-existing tools, templates, automation scripts, processes, assessment engines, proprietary materials, etc., that are not developed exclusively under this contract remain contractor-owned, as long as they are properly identified and marked.

However, the solicitation does not identify anticipated travel locations, number of trips, number of travelers, duration, or whether travel is limited to MTT/surge events. Please clarify what travel assumptions offerors should use for pricing CLIN 0003 and the option-year Travel CLINs, including anticipated number of trips, travelers, locations, and duration. Please also confirm whether the stated NTE amount applies to the entire applicable contract year/period, or to each approved travel event.

CLIN 0003, 1003, and 2003 have NTE amounts in the event that contractors are needed to travel outside of Surge/MTT requirements.Requirements (staffing estimates, class info, travel info) will be provided at the time they become known to the Government for the vendor to propose on an individual event basis IAW JTR This total is a per annum estimate and represents a ceiling cost.

Number RFP DOC Question/Recommendation

28 Why was the previous acquisition effort from this past December/January not successfully completed? No proposals were deemed technically acceptable based on the evaluation criteria.

29 Who is the incumbent contractor? This is a new requirement.
