Update #7 ·
Added: Oct 15, 2014 2:41 pm
The following are Industry comments and Government responses:
Comment 1) The Revised SOW, dated 19 September, section 3.12, has been changed to make it appear that travel in support of the program is limited to only Government test events and meetings. In bidding this effort, how should Contractor's account for other required events, such as subcontractor PDR's CDR's, TIMs, first article / source inspections, etc.?
Response 1) Travel will only be reimbursed for travel to and from Government test events and meetings. Other travel should be handled in direct charges or overheads.
Comment 2) Is it expected that the initial submission of the MACP and MACC be submitted for proposal evaluation, or that the contractor describe our approach to develop and produce those artifacts?
Response 2) Per Section L-900 that will be released with the RFP, the offeror's proposal shall provide a draft Airworthiness Plan that substantiates an adequate approach to airworthiness certification. The letter (if applicable to the offeror's proposal) and the draft Airworthiness Plan shall be an attachment(s) to the Oral Presentation Material.
NOTE: The Government assumes that by MACP, you mean Airworthiness Plan.
Comment 3) The margin requirement per Section B(2) is 1 inch for each volume in the proposal notebook. Is it the Government's intent that this apply to the Section III Engineering Proposal - Oral Presentation, as well?
Response 3) In accordance with L-900 that will be released with the RFP, For the Oral Presentation Material, a margin of ½ is allowed for the charts. The notes pages should abide by the 1 inch margin. This applies to written and digital copies of the proposals.

The following are Industry comments and Government responses:
Comment 1) Please provide an updated DD254.
Response 1) An updated DD254 will be attached to the Request for Proposal.
Comment 2) The 26 Sep 2014 CLIN structure added a large number of CDRLs to the options. The SOW does not reflect the requirement to deliver most of these CDRLs in the timeframe the CLIN structure now requires.
Response 2) Per paragraph 3 " The deliverables contained in the Basic portion of the contract may extend over the entire life of the contract." Therefore, there are CDRLs in the basic that you will have to start performance on that are not delivered until options are exercised.
Comment 3) SOW paragraph 3.1.12 Program Management (PM), subparagraph 1 now states "The contractor shall travel as required in support of this contract. Travel will only be reimbursed for travel to and from Government test events and meetings." Prudent Program Management best practice necessitates occasional travel to manage program execution at various sites and by geographically distributed subcontractors.
Response 3) Travel will only be reimbursed for travel to and from Government test events and meetings. Other travel should be handled in direct charges or overheads.

This is a notice of the intent that AFMC AFLCMC/WNKCB in conjunction with the Commando II RFCM Program Management Office (AFLCMC/WNY and AFLCMC/WIS), USSOCOM (United States Special Operations Command) and the Air Force Special Operations Command (AFSOC) anticipates issuing a request for proposal for a research and development effort to improve the AC-130J and MC-130J aircraft system survivability.
This request for proposal will be posted on the Federal Business Opportunities (fedbizopps.com) website.
The approximate Request for Proposal (RFP) issue date is 15 Oct 2014 with an approximate response date of 14 November 2014.
Description of the procedures to be used in awarding the contract:
The basis of award will be a competitive Best Value/Tradeoff Source Selection. The Government will issue an unrestricted RFP to down-select two (2) or fewer offerors utilizing Tradeoff Source Selection Procedures. The successful offeror(s) will be awarded a C type contract. The basic effort is for system design that includes a System Requirements Review (SRR) and Preliminary Design Review (PDR). The system design will culminate with a Critical Design Review (CDR). The Government will conduct a simulation-based laboratory demonstration between the offerors and select a single contractor to continue with the Integration and Testing. The Government will reserve the right to exercise the options for production until a later time.
Initial Source Selection: For the initial source selection request for proposal will require oral and written parts. For those offerors whose proposals are determined to have an acceptable RFCM System Specification (SS) and Small Business Concern Utilization, tradeoffs will be made between Engineering Factor (which includes the Technical Rating and the Technical Risk Rating) and Cost/Price. All evaluation factors other than Cost/Price, when combined, are significantly more important than Cost/Price. In using the best value approach, the Government seeks to award to the offeror/offerors who give the Air Force the greatest confidence that it will best meet or exceed our requirements affordably in a way that will be advantageous to the Government.
Final Downselect: The Technical Rating and the Technical Risk Rating for each of the Subfactors, is significantly more important than Cost/Price.
Anticipated Award Date: Sept 2015
Anticipated Exercise of Contract Option to a single contractor: Sept 2016
Description of Acquisition: This acquisition requires engineering and manufacturing development to include a System Design, Integration and Test; systems integration laboratory (SIL), Production to include Low Rate Initial Production and Full Rate Production; Sustainment to include Interim Contractor Support and Depot Activation. All of the requirements are defined in the "System Requirements Document (SRD) for AC/MC-130J RFCM" and the RFCM statement that will be in the solicitation. The total estimated period of performance is 7 years and 7 months. There will be a basic and 8 options.
