PART I - THE SCHEDULE
SECTION H
SPECIAL CONTRACT REQUIREMENTS
The Government has developed a sliding incentive scale based on contractor’s deliveries and performance during Developmental Test (DT) and Operational Test (OT). The Government will establish an incentive pool of funds that the contractor may be awarded in addition to contracted profit or fee. In addition, the Government will de-incentivize the contractor for late deliveries and/or substandard performance during OT through the use of contract remedies. The sliding scale is based on meeting dates for completion of DT and OT and will be combined with performance criteria into a single incentive pool. It is important to note that the incentive will be achieved during Engineering and Manufacturing Development (EMD), however, the incentives will be paid in conjunction with Low-Rate Initial Product (LRIP) and Full-Rate Production (FRP).
DT Incentive Criteria and Incentive
If the RFCM System is
- Delivered and capable of supporting early or on-time start of DT and
- Achieves 90 percent test availability during DT and
- Successfully completes DT and
- Is declared ready for OT,
- Then the Government will pay the contractor 100 percent of the performance and delivery incentive pool ($4,500,000) from CLIN 1013.
If the RFCM System is
- Delivered and capable of supporting the start of DT no later than 90 days after the scheduled DT start date and
- Achieves 90 percent test availability during DT and
- Successfully completes DT and
- Is declared ready for OT,
- Then the Government will pay the contractor 50 percent of the total performance and delivery incentive pool ($2,250,000) from CLIN 1013.
Incentive pool: $4,500,000
OT Incentive Criteria and Incentive
If the RFCM System is
- Delivered and capable of supporting early or on-time start of OT and
- Achieves 90 percent test availability during OT,
- Then the Government will pay the contractor 100 percent of the performance and delivery incentive pool ($3,000,000) from CLIN 1014.
If the RFCM System is
- Delivered and capable of supporting the start of OT no later than 90 days after the scheduled OT start date and
- Achieves 90 percent test availability during OT,
- Then the Government will pay the contractor 50 percent of the performance and delivery total incentive pool ($1,500,000) from CLIN 1014.
If the RFCM System is
- Delivered and capable of supporting the start of OT 91 days after the scheduled OT start date but no later than 180 days after the scheduled OT start date or
- Achieves less than 90 percent test availability during OT,
- Then the Government will pay the contractor zero percent of the total the performance and
Request for Proposal FA8523-14-R-30015-0001 delivery incentive pool ($0) from CLIN 1014.
If the RFCM System is
- Delivered and capable of supporting the start of OT 181 days after the scheduled OT start date but no later than 270 days after the scheduled OT start date,
- Then the Government will reduce the contractor’s incentive fee by $1,500,000. This negative performance and delivery incentive may be pulled from CLINs 1001, 1003AA and/or 1003AB.
If the RFCM System is
- Delivered and capable of supporting the start of OT 271 days after the scheduled OT start date,
- Then the Government will reduce the contractor’s incentive fee by $3,000,000. This negative performance and delivery incentive may be pulled from CLINs 1001, 1003AA, and/or 1003AB.
Incentive pool: $3,000,000 ($1,000,000 per annual FRP lots in FY19, FY20, and FY21)
Note: The following definitions apply to the criteria stated above:
90 percent Test availability means that 10 percent or less of all scheduled test events are scrubbed based on RFCM system malfunctions or non-availability of spare assets. Scrubbed missions traceable to Government non-readiness are not included in this calculation.
Successful DT/ ready for OT means that the RFCM System, as delivered to DT, meets all Key Performance Parameters (KPP) and Key System Attributes (KSA). Deficiency reports written against non-KPP/KSA performance requirements will not disqualify the contractor from the incentive.
*Note the final proposal for the CPIF or FPIF type CLINs are due no later than 30 days after performance is completed on each CLIN.
