SPECIAL CONTRACT REQUIREMENTS

H-901 Incentive Plan

The Government has developed a sliding incentive scale based on the contractor’s deliveries and performance during Developmental Test (DT) and Operational Test (OT). The Government will establish an incentive pool of funds that the contractor may be awarded in addition to contracted profit or fee. In addition, the Government will de-incentivize the contractor for late deliveries and/or substandard performance during OT through the use of contract remedies. The sliding scale is based on meeting dates for completion of DT and OT and will be combined with performance criteria into single incentive pool. It is important to note that the incentive will be achieved during Engineering and Manufacturing Development (EMD), however, the incentives will be paid in conjunction with Low-Rate Initial Product (LRIP) and Full-Rate Production (FRP).

DT Incentive Criteria and Incentive

The RFCM System shall Be delivered to support early or on-time start of DT and Achieve 90 percent test availability during DT and Successfully complete DT and Be declared ready for OT, Then 100 percent incentive will be paid.

The RFCM System shall Be delivered to support start of DT within 90 days of the scheduled start date and Achieve 90 percent test availability during DT and Successfully complete DT and Be declared ready for OT, Then the 50 percent of the incentive will be paid.

Incentive pool: $4,500,000

OT Incentive Criteria and Incentive

Be delivered to support early or on-time start of OT and Achieve 90 percent test availability during OT and Then 100 percent incentive will be paid.

Be delivered to support start of OT within 90 days of the scheduled date and

Achieve 90 percent test availability during OT and Then the 50 percent of the incentive will be paid.

The RFCM System shall Be delivered to support start of OT within 180 days of the scheduled date and Achieve 90 percent test availability during OT and Then no incentive will be paid.

The RFCM System shall

12. Be delivered to support start of OT after 180 days and before 270 days of the scheduled date and

13. Achieve 90 percent test availability during OT and

14. Then a remedy equivalent to 50 percent of the incentive pool will be imposed.

The RFCM System shall Be delivered to support start of OT after 270 days of the scheduled date and Achieve 90 percent test availability during OT and Then a remedy equivalent to 100 percent of the incentive pool will be imposed.

Incentive pool: $3,000,000 ($1,000,000 per annual FRP lots in FY19, FY20, and FY21)

Note: The following definitions apply to the criteria stated above:

1. Test availability means that 10 percent or less of all scheduled test events are scrubbed based on RFCM system malfunctions or non-availability of spare assets. Scrubbed missions traceable to Government non-readiness are not included in this calculation.

2. Successful DT means that the RFCM System, as delivered to DT, meets all Key Performance Parameters (KPP) and Key System Attributes (KSA). The RFCM System is ready for OT. Deficiency reports written against non-KPP/KSA performance requirements will not disqualify the contractor from the incentive.
