Questions (Q) & Answers (A) for Request For Proposal
(RFP) FA8523-14-R-30015
21 October 2014
Q1: In Section M, the explicit ability to receive strengths in evaluation criteria was removed from all subfactors and elements except for Factor II, Subfactor Four: Sustainability, yet the “Technical
Ratings” tables on pages 36 and 54 still call out “multiple strengths” and “at least one strength.” Is it possible to achieve multiple strengths? If so, how will other strengths be measured and evaluated?
A1: Yes, it is possible to achieve multiple strengths. IAW the Department of Defense Source Selection
Procedures, a strength is any aspect of an offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance. Therefore, strengths can be achieved under any engineering subfactor.
Q2: In Attachment 2 - Cross Reference Matrix, the information that was previously included in the
SRD, SOW and Other columns was deleted. Request that those columns be repopulated to reflect the released RFP.
A2: The Government has reconsidered and decided to repopulate the SRD, SOW and Other columns in
Attachment 2 - Cross Reference Matrix. An RFP amendment will be posted to revise Attachment 2 -
Cross Reference Matrix. The Matrix will now only require the offeror to complete Proposal Reference column.
Q3: The DD 254 posted to FBO.gov with this RFP applies to Solicitation number FD2060-14-30015 and is dated 20141001 for Revision 1. Section J of the RFP references a DD 254 dated 01JULY2014, which was not included in the solicitation package. Request that this discrepancy be corrected and confirmation that the DD 254 provided on FBO.gov is applicable to activity supporting RFP
FA8523-14-R-30015.
A3: An RFP amendment will be posted to revise Section J to state the correct date, which is 01 Oct 2014.
Q4: Block E on all DD1423s also lists FD2060-14-30015. Please confirm that is correct.
A4: FD2060-14-30015 is the correct reference.
