L-900. INSTRUCTIONS TO OFFERORS –INITIAL SOURCE SELECTION, RFCM
SYSTEM DESIGN
A. Introduction and Overview
This acquisition will be a source selection comprised of an Initial Source Selection that may yield contracts to two (2) offerors with a Final Downselect to one (1) contractor following
Critical Design Review (CDR). The Initial Source Selection will result in the award for RFCM
System Design. In the Initial Source Selection, the Government will conduct a full and open competition to narrow the competitive field down to no more than two (2) contractors that will execute RFCM System Design and proceed to the Final Downselect. The Initial Source Selection instructions and evaluation criteria can be found in Section L-900, Instructions to Offerors -
Initial Source Selection, RFCM System Design and Section M-900, Evaluation Basis for Award
- Initial Source Selection, RFCM System Design. The Contracts will contain options for the execution of the program beyond the basic contract. The Final Downselect source selection will determine which contractor’s Option 1 may be exercised. The Government plans to exercise any subsequent options to a single contractor. The determination of whether or not to exercise options will be based on evaluation criteria spelled out in the Section L-901, Instructions to
Offerors, Final Downselect, RFCM Integration and Test (I&T) and Section M-901, Evaluation
Basis for Award- Final Downselect, RFCM Integration and Test (I&T). The successful offeror will complete Engineering and Manufacturing Development (EMD) and may proceed to later stages of the program (Production and Sustainment). After the down select determination is made, the government does not plan to exercise any additional contract options for the unsuccessful offeror.
The Chart below shows the proposal evaluation sequence of events.
The Government will conduct an initial evaluation of all proposal volumes upon receipt and develop Evaluation Notices (ENs) that will be forwarded to offerors immediately after the PCO makes a competitive range determination and opens discussions with the offerors. This provides offerors with the opportunity to revise proposals and address any noted deficiencies prior to delivering their respective oral presentations. The Government’s objective is to maximize communications between Government and offerors to permit a high level of understanding early in the evaluation process. Offerors will be notified of their presentation date/time concurrently with the release of the initial round of ENs.
The full cost/price proposal will be submitted concurrently with the responses to Initial
Discussion ENs and updated technical proposal and oral presentation material, if applicable. Any updates to the technical proposal and/or oral presentation material shall be identified by a change summary document. Subsequent ENs may be issued. Once discussions are complete, Final
Proposal Revisions (FPRs) will be requested. Contract award will take place after FPRs have been received/evaluated and final clearances/approvals to award the contract are granted.
B. Proposal Instructions
The following instructions cover the preparation and submittal of the offeror’s proposal for

FAR 2.101 and 3.104” in the subject line of the email. Otherwise, source selection information may be transmitted via direct mailing. In order to facilitate the sending and receiving of encrypted emails, an offeror must use MS Outlook email configured to support encryption, or, a different email product that is S/MIME compatible and configured to support encryption. If you intend to submit your source selection information via encrypted email, you will need to contact the Buyer/PCO indicated on the face page of the solicitation, prior to that first submittal in order to exchange certificates used for encryption. To ensure the process is working correctly, send a test encrypted message first (without including any source selection information). If an offeror’s computer system cannot support encryption technology or if the offeror chooses not to utilize encrypted email, the offeror shall send the PCO correspondence at the time that it submits the proposal stating that it accepts the risk of sending and receiving unencrypted electronic mail.
D. Volume I, Completed RFP
(1) Volume I will consist of the completed and signed RFP with a cover letter delineating any exceptions taken to the RFP terms and conditions with accompanying rationale. However, offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined unacceptable and therefore not eligible for award.
Offerors shall ensure that all clauses and provisions that require “fill-in” information shall be appropriately completed. Offerors shall enter proposed cost and prices associated with the contract line items Contract Line Item Number(s) (CLINs) or sub-contract line items (Sub-
CLINs) in the Schedule of the solicitation. All CLINs shall be either completed with a price or designated as Not Separately Priced (NSP). In order to submit your proposal which may or may not include an earlier delivery than the Government’s minimum required delivery listed in
Schedule B, consider the projected contract award date to be 25 Sep 2015. Any slip in the award date will result in a day-for-day slip in associated deliveries.
(2) A cross reference matrix shall be utilized as a tool to help offerors ensure they have responded to all the evaluation criteria and proposal submittal requirements identified in the solicitation. The offeror shall fill out the cross reference matrix at RFP Attachment 2 indicating where in their proposal the information can be found as it relates to Section L-900 (Instructions to Offerors), Section M-900 (Evaluation Basis for Award), the AC/MC-130J Commando II
RFCM System Requirements Document (SRD), the Statement of Work (SOW), the CLIN and the Contract Data Requirements List (CDRL).
(3) The Government intends to award the contract(s) after discussions which will be conducted in accordance with FAR 15.306.
E. Volume II, RFCM System Specification (SS)
Relationship Between Technical Requirement Documents
The SRD states the Government’s technical requirements, to include thresholds and objectives, shall be incorporated in the delivered RFCM system. The SRD will not become a contractually binding document. The RFCM SRD is provided to the offerors in the classified part of the
Bidder’s Library.
The Model Specification contains supplemental instructions regarding its completion and shall be followed by the offeror. Compliance with these instructions will result in the offeror addressing each SRD threshold requirement and each SRD objective requirement by indicating whether the offeror’s proposal meets or does not meet the requirement. In many cases the offeror is required to complete (i.e. fill-in) blank fields to state the quantitative values the offeror is proposing to achieve. When completing the Model Specification, the offeror should enter values representing the projected performance of the offeror’s technical solution. Any values entered by the offeror that exceed the threshold, but do not meet the objective will not affect the color/adjectival rating in any other Factors or Subfactors. However, the Government will document these exceedances in the written evaluations and comparative analysis and the Source
Selection Authority may take these exceedances into account. Submitting a RFCM System
Specification that does not meet all thresholds as identified in the SRD may result in the offeror being ineligible to enter the competitive range. Availability (SRD_962) and Geolocation
(SRD_756) are excluded from evaluation. The Model Specification is provided to the offerors in the classified part of the Bidder’s Library.
The SRD comprises the technical requirement basis for the Government’s Model Specification.
The Model Specification is a partially completed system-level specification referencing and incorporating SRD content taken as excerpts from all SRD threshold requirements and all SRD objective requirements. The completed Model Specification (hereinafter referred to as System
Specification (SS)), to include the offeror’s document number, is used in this source selection to codify the offeror’s proposed level of system performance as would a specification released through the offeror’s release/approval process. The RFCM SS shall be identified with a title including the term “RFCM System Specifrication ”. Upon contract award, the RFCM SS will be attached to the contract and therefore will become contractually binding. Note: The RFCM SS shall be the foundation and technical basis for the initial post-award delivery of the RFCM
System/Subsystem Specification (SSS), a CDRL deliverable.
The offeror’s written proposal shall provide an RFCM SS, i.e. a completed version of the
Government’s Model Specification that identifies the offeror’s proposed level of system performance relative to all SRD thresholds and indicates which, if any, objectives are being proposed. Completion of the entire Model Specification is required. Upon contract award, the
RFCM SS becomes contractually binding. Identify any risks, if any, associated with the approach and actions taken to mitigate those risks. If no risks/mitigations are identified in the offeror’s proposal, it indicates the offeror does not consider there to be any risk associated with their approach. The offeror’s identification of risks and proposed mitigation actions shall be limited to five (5) pages maximum, not including any cover/title pages, table of contents, definitions, or acronyms.
F. Volume III, Engineering Proposal
(1) Engineering Proposal Instructions: The Engineering Proposal shall be comprised of a
Written Proposal and Oral Part. The Oral Part is comprised of the Oral Presentation (i.e. the spoken/audible briefing) and accompanying Oral Presentation Material (i.e. the briefing charts/slides, and annotated notes pages). A Written Proposal is required for Volume III, Engineering, Subfactors One (Receiver and Transmitter Capability) and Five (Schedule). This is intended to permit detailed description by offerors and enhance evaluator comprehension. The
Oral Part with accompanying presentation material shall address the offeror’s proposal in response to all Subfactors within Volume III, Engineering, except for Subfactor Five. For
Subfactor One, the Written Proposal and the Oral Part addressing this Subfactor will be viewed as an integrated proposal with the Oral part augmenting the Written Proposal. The Oral
