About this opportunity

The Department of Justice Bureau of Prisons Field Acquisition Office is conducting market research to procure specialized acid and bicarbonate concentrates for the Federal Medical Center in Springfield, Missouri. The procurement seeks two types of acid concentrates (2K+ and 3K+) with precise chemical compositions and a bicarbonate concentrate, each with specific ionic and chemical requirements. This contract opportunity is structured as a base period with four 12-month option years, utilizing firm-fixed pricing. The market research questionnaire requires potential vendors to demonstrate their capabilities, including SAM registration, small business status, delivery capabilities, and experience in prison environment supply chains. Interested vendors must submit their responses by January 10, 2024, at 10:00 am PST via email, with the primary objective of identifying qualified sources capable of meeting the technical specifications outlined in the draft Statement of Work.

The contract is designated as a Total Small Business set-aside, targeting businesses within the Pharmaceutical Preparation Manufacturing NAICS code (325412) with a size standard of 1,250 employees. Delivery requirements include monthly shipments of approximately 65 55-gallon drums of 2K+ acid concentrate, 12 55-gallon drums of 3K+ acid concentrate, and 300 bags of bicarbonate concentrate. While no specific award value was disclosed, the multi-year contract structure suggests a potentially significant procurement opportunity. All deliveries will be made to the Federal Medical Center's Rear Gate on the second Tuesday of each month between 7:15 am and 2:15 pm, with FOB Destination shipping terms. The government will evaluate vendors based on their ability to meet stringent chemical composition requirements, delivery capabilities, and compliance with small business procurement guidelines.
