About this opportunity

Defense Human Resources Activity intends to solicit Accounting and Defense Agencies Initiative (DAI) Financial System Support Services as a competitive 8(a) set-aside, with capability statements due November 20, 2026. The Personnel Readiness Management Agency (PRMA), Office of the Comptroller, issued the Sources Sought Notice and draft Performance Work Statement (PWS), and the 8(a) strategy depends on market research showing that two or more certified, capable 8(a) concerns can satisfy the Rule of Two under FAR 19.8. Responses from SDVOSB, HUBZone, WOSB, EDWOSB, and other-than-small businesses are also welcomed. The requirement is classified under NAICS 541219 (Other Accounting Services, $25.0 million size standard) with PSC R703.

Scope covers DAI system sustainment and accounting operations, including Tier 1 Help Desk support for the DAI enterprise resource planning system, Enterprise Identity Credential and Access Management, user account management, high-volume obligation processing with 24-business-hour routine and 4-business-hour emergency turnaround at a 99% minimum accuracy rate, FIAR audit-readiness support, and trading partner reconciliations using ADVANA and DDRS. The draft PWS requires Tier 3 or higher background investigations, DOW Common Access Cards, handling of PII and CUI, a single on-site Program Manager, vacancy replacement within 15 calendar days, and mandatory security training within 30 days of award. Optional support for MEPCOM transition is included. The incumbent is Redwood Strategy Group Inc., under contract H9821026CE012.

Interested parties must submit an unclassified capability statement of no more than six pages, excluding title/cover pages and SBA certification letters, electronically to Ms. Kate Browning (Program Lead) and Ms. Courtney Fluellen (Contract Specialist). Statements must address company information, technical breadth, two similar projects completed within the last five years, and feedback on the draft PWS and NAICS code. The notice is not a solicitation, and responses will not be evaluated or acknowledged.
