About this file

This document is a Sources Sought Notice and Request for Information issued by the Personnel Readiness Management Agency (PRMA), Office of the Comptroller, to conduct market research for Accounting and Defense Agencies Initiative (DAI) Financial System Support Services. The requirement is classified under NAICS code 541219 (Other Accounting Services; $25.0 million size standard) and currently performed under incumbent contract H9821026CE012 by Redwood Strategy Group Inc. The Government's strong preference is to solicit this requirement as a competitive 8(a) set-aside, contingent upon market research demonstrating that two or more certified, capable 8(a) small business concerns can satisfy the "Rule of Two" under FAR 19.8; however, responses from other small business socio-economic categories (SDVOSB, HUBZone, WOSB, EDWOSB) and other-than-small businesses are also welcomed.

The technical scope encompasses comprehensive DAI financial system support and operational accounting services. Specifically, services include Tier 1 Help Desk support (core coverage 0700–1900 EST, Monday through Friday), Enterprise Identity Credential and Access Management (E-ICAM), user account management (UMX), role mapping, workflow maintenance, and quarterly instructor-led training. Additional critical functions include high-volume obligation processing for diverse documents (Purchase Orders, MIPRs, Intergovernmental Agencies Agreements [IAAs], travel/PCS documents, utility bills, MORDs) with strict turnaround standards of 24 business hours for routine actions and 4 business hours for emergency requests, while maintaining a minimum 99% data entry accuracy rate. The contractor must also provide financial reporting and reconciliation support including Department of Defense Financial Improvement and Audit Readiness (FIAR) support, monthly/quarterly Journal Voucher analysis per DFAS MOU, abnormal balance remediation, and trading partner reconciliations using ADVANA and DDRS systems. All personnel must meet Tier 3 (T3) Noncritical-Sensitive Background Investigation/Position of Trust requirements for Common Access Card (CAC) eligibility, with demonstrated organizational capacity to replace departed personnel within 15 calendar days. Interested parties must submit unclassified Capability Statements of maximum six pages (excluding title/cover pages and SBA certification letters) electronically to Ms. Kate Browning (Program Lead) and Ms. Courtney Fluellen (Contract Specialist) addressing company information, technical breadth and organizational expertise, relevant past performance on two similar projects completed within the last five years, and industry feedback on the draft Performance Work Statement and NAICS code. No responses will be evaluated or acknowledged, and this notice does not constitute a formal solicitation or obligation to award.
