Performance Work Statement (PWS) Accounting and Defense Agency Initiative (DAI) Support

1.0 INTRODUCTION. The Personnel Readiness Management Agency (PRMA)/Comptroller/Accounting Directorate requires Accounting and Defense Agency Initiative (DAI) Tier 1 Help Desk Support.

1.1 The objectives of the Accounting work is to ensure accounting transactions are properly accounted for in accordance with the Department of War (DoW) Financial Management Regulations (FMR) accounting processes, which include but is not limited to, recording obligations, supporting Agency Financial Reporting function, performing data cleansing for unmatched disbursements and in-transits, and ensuring other miscellaneous accounting requirements are adhered to.

1.2 The objectives of the DAI Help Desk support are to provide program management, help desk and training support for the PRMA DAI Program in the form of a dedicated response center designed to address all functionalities and modules within the DAI system.

2.0 BACKGROUND

2.1 PRMA implemented DAI, an Enterprise Resource Planning (ERP) system based on the Oracle E-Business Suite. The Defense Logistics Agency (DLA) is the DAI Program Office (PMO) for WAR. DAI is PRMA’s timekeeping system and accounting system of record. PRMA went live with the Time and Labor capability in July 2016 and with DAI Financials in October 2016, Oracle Release 12.2.3 was completed in May 2015 (DAI Increment 2, Release 1.0). DAI process areas are Budget to Report, Cost Accounting, Order to Cash, Procure to Pay, Acquire to Retire, Time and Labor, Reporting (Oracle Business Intelligence Enterprise Edition, (OBIEE), and User Management (UMX). The initial contract requirement PRMA entered into involved a transition from the legacy system to DAI. The DAI system implementation requirement then evolved to system support, developing processes, and training. Now that DAI is an established system at PRMA, the focus of the contract support requirement shifted from implementation to sustainment. The users are now experienced with the processes and the system stability is at a much higher level than 8 years ago. In FY26 PRMA continues to prepare for an independent audit, and the primary focus of the accounting team will be audit readiness. With the impending Audit, and given the fact DAI system is now in a mature sustainment stage, the requirement of the DAI and accounting contract support is shifting focus from the DAI system towards accounting functions. The contract will continue to support DAI functions, but will increase the accounting support to meet growing Office of under Secretary of War (OSW) and Defense Finance Accounting Service (DFAS) requirements in preparation for the audit. The primary areas of increased support will include financial reporting with the emphasis on trading partner transaction reconciliation, reimbursable program (O2C) end to end support, capital assets accounting (A2R), and budget formulation DAI module utilization.

2.2 DAI is mandated by OSW to be the accounting system of record for most Defense Agencies within the 4th Estate to support the congressionally mandated audit readiness requirements of the National Defense Authorization Act (NDAA) 2010 to use a Standard Financial Information System (SFIS) compliant system.
