About this opportunity

The Army Contracting Command - Aberdeen Proving Grounds, Division B has issued a Special Notice on behalf of the U.S. Army Program Executive Office Enterprise Information Systems (PEO EIS) regarding the Accessions Information Environment (AIE) industry day. The AIE is a defense business system under the DoD 5000.87 Software Acquisition Pathway that aims to modernize and streamline the Army's recruiting process across the entire accessions enterprise.

The purpose of the industry day is to discuss the government's requirements for the AIE program. The industry day will be held virtually on June 20, 2024 and will cover topics such as the day-in-the-life of an Army recruiter, the AIE technical architecture and interfaces, and elements of the forthcoming Request for Proposal (RFP). The RFP will be a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 10-year period of performance. The industry day is open to all business types, and participation or non-participation will not affect a contractor's ability to submit a proposal if and when the solicitation is released. The government will not reimburse or pay for this industry day, and no award will be made as a result.

Amendment 2  8/2/2024:

The Army Contracting Command - Aberdeen Proving Grounds, Division B is releasing this notice on behalf of the Program Executive Office Enterprise Information Systems (PEO EIS). The U.S. Army PEO EIS is notifying all interested parties for the Army Accessions Information Environment (AIE) that AIE is still in development and future updates regarding AIE will be posted to SAM.gov.

Additionally, the point of contact (POC) for the AIE effort is now updated. The new POCs are Timothy Volkert (timothy.w.volkert.civ@army.mil), Contracting Officer and Jennifer Darby (jennifer.a.darby3.civ@army.mil), Contracting Specialist. The Government appreciates industry’s interest in the AIE requirement.

Attached are the AIE Industry Day slides, and the Questions and Answers (Q/A) from the AIE Industry Day and One-on-One. Please see Attachments/Links below. The Q/A’s are inclusive of Section L&M Q/A’s from the Draft RFP release. The Government will release additional Q/As as more information can be provided.

INDUSTRY COLLABORATION:

No entitlement to payment by the Government of direct or indirect costs or charges will arise because of the submission of information in response to the Industry Day. Proprietary information shall NOT be submitted in response to the Industry Day, nor will the Government be liable for or suffer any consequential damages for any improperly identified proprietary information. No award will be made as a result of the Industry Day. the Industry Day is for informational purposes only to promote exchanges of information with industry. The Government will not pay for any information and/or materials received in response to the Industry Day and is not obligated by the information received.

The Government will make every effort to answer questions and provide responses but cannot guarantee that all questions will be answered before, during, and after the Industry Day. Participation (or non-participation) in response to the Industry Day will not preclude any vendor from responding to future acquisitions, either individually or as part of a team. Marketing brochures and capability statements alone will not be considered adequate information in response to the Industry Day.

Respondents are advised that the U.S. Government is under no obligation to provide feedback with respect to any information submitted.

The Government reserves the right to conduct one-on-one meetings in person or virtually with respondents to this Draft RFP. The Government may or may not choose to interact with select respondents to perform market research.
