About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking qualified contractors to provide Access Control System (ACS) maintenance, repair, and installation services, with a primary focus on Avigilon-compatible systems and related hardware such as cameras, access points, doors, and keypads. Key contract requirements mandate that contractors be U.S.-based companies with personnel holding U.S. citizenship and possessing DoD 8140 certification for cyberspace workforce personnel, along with demonstrated expertise in FIPS 201 approved systems and Windows 11 compatibility. Contractors must demonstrate capability in Authority to Operate (ATO) and FISMA compliance package preparation, server maintenance and replacement, system consolidation project execution, and facility maintenance across geographically dispersed locations. The government is accepting responses to this Sources Sought Synopsis through March 23, 2026, with submissions directed to Contracting Officer Michael Shand at michael.shand@us.af.mil, and both large and small businesses are encouraged to participate, including joint ventures and teaming arrangements. Evaluation will focus on documented production and repair data, past project experience with similar complexity, repair and maintenance procedure development experience, and the commerciality of offered products and services.
This pre-solicitation notice carries no set-aside designation and does not identify any current incumbents or existing contractors. The market research effort is valued at approximately $25 million based on the NAICS 561621 size standard, though this represents the scope threshold rather than a guaranteed award value. The Performance Work Statement specifies that contractors must complete service requests within seven business days of receipt, maintain system compliance with DISA Security Technical Implementation Guides (STIGs), and ensure network equipment is on the DISA Approved Product List. Contractors are required to provide one-year system warranties and two-year extended service warranties on all components, with an optional five-year maintenance proposal available upon request. Work is to be performed at Tinker Air Force Base during standard business hours of 0730-1630, Monday through Friday, excluding federal holidays and base closures, with all personnel requiring DBIDS identification card processing within 72 hours of contract award.
