About this opportunity

The Department of the Interior National Park Service Northeast Region seeks procurement and implementation of a fuel dispensing management system for Acadia National Park, with proposals due September 8, 2026. The procurement is a Total Small Business set-aside under NAICS 333914 (Measuring, Dispensing, and Other Pumping Equipment Manufacturing), with a small business size standard of 750 employees.

Place of performance includes two sites: Bar Harbor, Maine (McFarland Hill, Acadia National Park Headquarters, 20 McFarland Hill Drive, Bar Harbor, ME 04609) and Schoodic Peninsula in Winter Harbor, approximately 90 minutes from Bar Harbor. The Bar Harbor location has two fuel dispensers (gasoline and diesel) with 4,000-gallon tanks of each fuel type; Schoodic has one dispenser serving both fuel types with 2,000-gallon gasoline and 1,000-gallon diesel tanks. The existing Dresser Wayne Reliance G6200 Series dispensers with FuelMaster Plus management systems require replacement due to reliability concerns.

The system must support approximately 300 drivers, 110 vehicles, and 2–4 administrators with PIN-based access. When integrated with DOI networks, the solution must use FleetFocus FA v25.x software and comply with DOI OCIO security standards including FISMA compliance and FedRAMP-equivalent hosting. Standalone systems may use alternative solutions provided they do not connect to DOI systems. Fuel usage data must be exportable in Excel-compatible or CSV formats. A minimum one-year warranty with technical support is required. The performance period runs October 1 through December 30, 2026, with delivery by December 30, 2026. Award will be made as a Firm-Fixed-Price Purchase Order to the lowest-price responsible offeror whose proposal is technically acceptable, with non-price factors combined being approximately equal to price. Evaluation weighs Technical Capability, Past Performance, and Cost/Price in descending order of importance, with all non-price factors combined being significantly more important than price. Offerors must provide a technical approach, capability statement, at least two examples of similar past work completed within five years with verifiable points of contact, and line-item labor detail pricing. An organized site visit is scheduled for August 31, 2026, at 10:00 AM ET. Questions are due September 1, 2026, directed to Jason Albright at Jason_Albright@ios.doi.gov. Amendment 0001, posted September 3, provided site photographs, electrical system details, and site-visit sign-in sheet. Service Contract Act prevailing wage rates apply; DOI wage determination 2015-4007, revision 35, effective August 12, 2026, governs rates for Maine service contract work.
