About this file
This document is Amendment 0001 to Request for Quote (RFQ) 140P4326Q0062 issued by the National Park Service for replacement fuel dispensing monitoring equipment at Acadia National Park in Maine.
The solicitation seeks replacement of fuel management system components at two locations: McFarland Hill in Bar Harbor and Schoodic Peninsula in Winter Harbor. McFarland Hill has two dispensers (gasoline and diesel) with a 4,000-gallon gasoline tank and 4,000-gallon diesel tank; Schoodic has one dispenser serving both fuel types with 2,000-gallon gasoline and 1,000-gallon diesel tanks. Both sites have aboveground storage tanks. The existing dispensers are Dresser Wayne Reliance G6200 Series units with FuelMaster Plus fuel-management system requiring replacement due to reliability concerns. The contractor must remove and dispose of existing fuel-management system components, identify all required electrical, conduit, wiring, mounting, and civil work, and coordinate with Precision Fuel, who is installing new gas tanks and pumps at McFarland Hill. The system must support approximately 300 drivers, 110 vehicles, and 2-4 administrators with PIN-based access preferred. Standard 120/240V electrical service with existing conduit is available at both sites. When integrated with DOI networks, the solution must use FleetFocus FA v25.x software and comply with DOI OCIO security standards including FISMA compliance, FedRAMP-equivalent hosting, and government-controlled data retention. Standalone systems may use alternative solutions provided they do not connect to DOI systems. Fuel usage data must be exportable in Excel-compatible or CSV formats. A minimum one-year warranty with technical support is required. The performance period is October 1, 2026 through December 30, 2026. Award will be made to the lowest-price responsible offeror whose proposal conforms to solicitation requirements and is found technically acceptable, with non-price factors combined being approximately equal to price.

Request for Quote Number 140P4326Q0062 Replace Fuel Dispensing Monitoring Equipment for Two Vehicular Fuel Systems at Acadia National Park Amendment 0001
DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4326Q0062, National Park.
1) What are the manufacturer, model, and controller/interface details for the existing dispensers, pumps, and fuel-management equipment at both the Bar Harbor and Schoodic sites? If available, please provide photographs, nameplate information, or as-built drawings.
Answer: The existing dispensers at both sites are Dresser Wayne Reliance G6200 Series units. Photographs were provided
2) How many dispensers, fueling positions, hoses, and product positions (gasoline and diesel) are located at each site?
Answer:
McFarland Hill (Bar Harbor)
• Two dispensers (gasoline and diesel).
• Gasoline: one hose.
• Diesel: two hoses (high-flow and low-flow).
Schoodic Peninsula (Winter Harbor)
• One dispenser supporting gasoline and diesel.
• Two hoses total.
3) Is removal and disposal of existing fuel-management equipment required? Please identify any required mounting, conduit, wiring, trenching, electrical, or civil work.
Answer: Removal and disposal of existing fuel-management system components is required. Fuel tanks and dispensers themselves are not part of the replacement scope. Contractor must identify all conduit, wiring, mounting, electrical, and civil-work needs for installing the new system.
4) What electrical power and communications are available at each location? Is the Government expecting wired Ethernet, Wi-Fi, cellular, or another connection method?
Answer: Electrical power and associated conduit exist at each site.
National Park
• If integrated with government networks → Wired Ethernet is required.
• If standalone (outside secure network) → Wi-Fi is permitted.
5) Is a cloud-hosted solution permitted? If so, what cybersecurity, data-hosting, access-control, backup, and data-retention requirements apply?
Answer: A cloud-hosted solution is only permitted if the entire cloud environment is hosted within the government network.
Park IT previously confirmed that external commercial cloud hosting is not acceptable due to security restrictions.
Cyber, hosting, and retention requirements default to DOI OCIO standards, including:
• FISMA compliance
• FedRAMP-equivalent hosting (internal)
• DOI identity/access-control requirements
• Government-controlled data retention and backup
6) How many drivers, vehicles, administrators, and concurrent users should the system support? Is PIN access alone required, or may cards/fobs be proposed?
Answer: The system should support approximately:
• 300 drivers
• 110 vehicles
• 2–4 administrators
PIN‑based access is preferred because of turnover among seasonal employees.
Cards/fobs may be proposed but are not required.
7) What warranty period and post-installation support period are required? Should recurring software, hosting, cellular, licensing, and support charges be included, and for how many years?
Answer: A minimum one-year warranty, including technical support, is required.
Long-term support can be acquired under future actions; annual support packages may be proposed but are not required as part of this procurement.
8) Please provide the exact street address or coordinates for the Schoodic fueling site.
Answer: 64 Acadia Drive, Winter Harbor, ME 04693
National Park
9) Must fueling operations remain continuously available during installation? If so, what outage windows are permitted?
Answer: Fueling operations may be temporarily offline. Minimal downtime is preferred, and offerors should identify expected outage windows in their proposals.
10) Are any specific Maine licenses, permits, manufacturer authorizations, or certifications required of the installer?
Answer: No specific Maine licenses or manufacturer authorizations have been identified. Fuel tanks are excluded from the scope, and dispenser replacement is not required. Contractors are responsible for complying with any applicable state electrical or fueling-system regulations.
11) Are there brand restrictions, required compatibility standards, or salient characteristics beyond those stated in the SOW?
Brand and compatibility requirements depend on whether the proposed fuel-management system will operate within the DOI secure network or as a standalone system.
When hosted inside the DOI secure network:
• All software and integrated components must comply with DOI OCIO security, privacy, and enterprise-architecture standards.
• Applications must be listed on the NPS Approved Software List (ASL).
• FleetFocus FA v25.x is the approved and standardized fleet/fuel-management system, and only the authorized vendor may provide licensing, support, and integration services.
• Systems must meet DOI network, cybersecurity, and data-handling requirements, including identity management and monitoring.
When operated outside the DOI network as a standalone system:
• The system may operate independently of DOI network architecture and may not require ASL inclusion, provided it does not connect to DOI systems.
• Cloud-based or external hosting is permissible only if the environment does not interface with DOI networks or DOI-managed data.
• Security controls must still meet federal standards appropriate for standalone government systems, but DOI-specific enterprise controls (such as inherited network security controls) may not apply.
• Integration with FleetFocus FA or other DOI enterprise services would not be required unless data exchange with DOI systems is needed.
National Park
12) For the requested line-item labor detail, should offerors provide labor categories, estimated hours, and rates separately from equipment, software, travel, training, and support?
Answer: Offerors should provide enough detail to allow the government to evaluate for price reasonableness. There is not a required format or established list of categories.
13) The evaluation language appears to state both that non-price factors are approximately equal to price and that non-price factors are significantly more important than price.
Please clarify the intended weighting and basis for award?
Answer: All non-price evaluation factors, when combined, are approximately equal to price. Award will be made to the lowest-price responsible offeror whose proposal conforms to the solicitation requirements, and is found technically acceptable.
14) If the existing equipment information will only be available during the site visit, may the
Government post the make/model details, photographs, and attendee questions and answers afterward for all offerors?
Answer: Photographs and all attendee questions and answers are included in this amendment.
15) Site Information:
• Number of fuel islands/sites at each of the two locations
• Number of dispensers per site, and nozzles per dispenser
• Fuel types dispensed (gasoline, diesel) and number of tanks per type
• Tank sizes and current tank monitoring setup
