About this file
This is a Statement of Work (SOW) for the procurement and implementation of a Fuel Dispensing Management System at Acadia National Park. The project requires the replacement of fuel dispensing monitoring equipment at two vehicular fuel sites operated by the National Park Service Northeast Region. The system must support secure, user-based fuel access and comprehensive data tracking for both gasoline and diesel dispensing operations. Key objectives include enabling secure fuel access control, improving accountability and operational efficiency, facilitating federally mandated reporting requirements, and establishing robust data tracking capabilities to monitor fuel consumption and usage patterns across the two fueling locations.
The project involves two main fueling sites: the primary location at Acadia National Park Headquarters in Bar Harbor, Maine, and a secondary location at Schoodic (approximately 90 minutes from Bar Harbor). A mandatory site visit for interested offerors is scheduled for August 31, 2026, at 10:00 am ET, beginning at the Bar Harbor headquarters. The solicitation is issued by the Department of the Interior National Park Service Northeast Region under Solicitation Number 140P4326Q0062. Offerors are expected to familiarize themselves with both operational sites to understand the existing fuel dispensing infrastructure and environmental conditions that will impact system design and implementation.

ACAD 351078 – Replace Fuel Dispensing Monitoring Equipment for Two Vehicular Fuel Systems Statement of Work
1. Project Overview This project involves the procurement and implementation of a Fuel Management System to support fuel dispensing operations of gasoline and diesel at two fueling sites. The system will enable secure, user-based fuel access and data tracking to improve accountability, federally mandated reporting, and operational efficiency.
2. Objectives
· Deploy a centralized fuel management system across two fueling sites, HQ and Schoodic.
· Enable tracking of both gasoline and diesel fuel usage.
· Ensure only registered users can access fuel pumps via PIN entry.
· Collect and store key data points: user PIN, license plate, odometer reading, fuel type, and quantity.
· Provide data export functionality for administrative and reporting purposes.
3. Scope of Work
3.1 System Features
The Fuel Management System must include the following capabilities:
· User Authentication
· Registered users must enter a unique PIN to access the system.
· Data Entry Requirements
· Prompt for and record:
· User PIN
· Vehicle license plate
· Odometer reading
· Fuel type (gasoline or diesel)
· Fuel Dispensing Control
· Fuel dispensing is enabled only after valid data entry.
· System must differentiate between gasoline and diesel pumps.
· Data Logging and Storage
· Record all transactions including:
· User ID
· Date and time
· Site location
· Fuel type and quantity dispensed
· License plate
· Odometer reading
· Store data in a secure, centralized database.
· Data Export and Reporting
· Exportable in standard formats (e.g., CSV, Excel).
· Filterable by date range, user, vehicle, fuel type, quantity dispensed, or site.
4. Deliverables Each of the two fueling sites must be equipped with:
· Fuel dispenser interface integration for both gasoline and diesel.
· User input terminal (keypad or touchscreen).
· Network connectivity to central database (cloud-based or on-premise).
· Secure housing for hardware components.
5. Deliverables
· Fully installed and operational Fuel Management System at both sites.
· User registration and administrative access setup.
· Training for users and administrators.
· Documentation for system use and maintenance.
· Ongoing technical support and maintenance plan.
6. Timeline

7. Acceptance Criteria The system will be considered successfully implemented when:
· All features listed in Section 3 are functional.
· Users can securely access and operate the system.
· Data is accurately recorded and exportable.
· Both gasoline and diesel dispensing are tracked and reported.
· Both sites are fully integrated and operational.
8. Assumptions and Constraints
· Network infrastructure is available at both sites.
· Users will be trained prior to system go-live.
· Vendor will provide ongoing support, updates, and troubleshooting.
· Fuel types (gasoline and diesel) are clearly labeled and separated at each site.
