This is a 100% small business set-aside, requiring NAICS code 812332 and registration in the System for Award Management.
Place of performance is Dobbins Air Reserve Base, with service delivery across approximately 22 locations on base. The contractor must provide pickup and replacement of absorbent pads (50 drums per line item) at least every other week on designated days between 8:00 AM and 3:00 PM, using an environmentally responsible closed-loop dry-cleaning process with environmentally preferable cleaning agents. All materials—including new pads in bundles of 200 per 55-gallon UN-certified drum, transportation, fuel, and processing—must be included in a single firm fixed price with no separate line items. The contractor must submit facility EPA ID, state permits, solvent Safety Data Sheets, driver hazmat licenses, and monthly recycling certificates prior to performance.
The requirement spans a base year from September 29, 2026 through September 28, 2027, plus four optional one-year renewal periods extending through September 28, 2031. Contractors must hold prevailing wage rates per the Service Contract Act, with rates established for Georgia counties including Cobb and Fulton. A mandatory site visit is scheduled for September 3, 2026 at 9:00 AM at Building 812, 1538 Atlantic Avenue. All contractor personnel require base identification and vehicle passes. Award is made to the lowest responsive and responsible offeror based on total price evaluation, with quotations submitted electronically to Kevin Song (kevin.song@us.af.mil) and Kenneth Jacob (kenneth.jacob.1@us.af.mil). Payment is made via WAWF; contractors must register for electronic funds transfer.
