About this file
This is Attachment 3 to a federal contract solicitation (FA670326Q0011/P0010) containing administrative clauses and requirements applicable to contract performance.
The document establishes an ombudsman process for the acquisition, designating Mr. David Tuck at Robins Air Force Base as the primary point of contact for resolving offeror concerns, with escalation available to the Air Force ombudsman at SAF/AQC. Offerors must first attempt resolution with the contracting officer before contacting the ombudsman, and the ombudsman process does not bind the agency or alter protest timelines. The document specifies health and safety requirements for work performed on government installations, requiring contractors to take reasonable precautions to prevent accidents and preserve personnel safety, comply with Air Force Occupational Safety and Health Standards as directed, and acknowledging that violations may result in contract termination. The contractor access requirements mandate that all personnel making frequent visits or performing work on Air Force installations obtain base identification and vehicle passes. Contractors must submit a written request to the contracting officer listing contract number, worksite location, dates, and employee names; the contracting officer endorses and forwards requests to base pass and registration offices. Contractor personnel must wear or display identification badges while on base, and contractors are responsible for obtaining credentials for new employees and promptly returning passes upon employee departure. For unescorted access to controlled or restricted areas, contractors must comply with specified security protocols. Upon contract completion or termination, all identification passes must be returned to the issuing office. Additionally, contractors must provide after-hours contact information for all personnel whose normal duty location is on a Department of Defense installation and comply with DAFMAN 10-206 requirements for emergency operational reporting. Non-compliance with these access requirements may result in withholding of final payment.
