About this file
This is a Performance Work Statement (PWS) for Absorbent Diversion Services at Dobbins Air Reserve Base, Georgia, dated August 20, 2026.
The contractor must provide dry-clean laundering services for used industry-standard white polypropylene hydrophobic absorbent pads contaminated with organic materials including engine oil, turbine oil, synthetic oil, hydraulic fluid, and grease. The service encompasses delivery of new absorbent pads in bundles of 200 per 55-gallon UN-certified hazardous materials drum, pickup of used materials, and recycling or reconditioning at a state-licensed facility. All costs—including materials, transportation, fuel surcharges, and processing—must be included in a single CLIN price with no separate charges. Service must be provided at least every other week on the same designated day (Tuesday through Thursday, excluding Mondays, Fridays, and federal holidays) between 8:00 a.m. and 3:00 p.m. at approximately 22 service locations across the base. The contractor must use an environmentally responsible, closed-loop dry-cleaning process with environmentally preferable cleaning agents (such as mineral spirits, not trichloroethylene), capturing and distilling solvents for reuse rather than transferring contaminants to water, air, or land. Materials must be weighed prior to processing and tracked through monthly reports with a Certificate of Recycling/Reconditioning signed by the facility plant manager. The contractor must submit facility EPA ID and state permit, cleaning solvent identification with Safety Data Sheets, process documentation, generator status certification, sample shipping documents, monthly report formats, and driver hazmat transportation licenses prior to contract performance. Performance thresholds allow zero deficiencies for drum quality and environmental handling, one deficiency during a six-month period for material delivery, and 100 percent on-time reporting within five work days of month-end.

PERFORMANCE WORK STATEMENT
ABSORBENT MATERIALS DIVERSION
20 August 2026
1 DESCRIPTION OF SERVICES
The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, other items and any services necessary to perform Absorbent Diversion services (dry clean laundering of industry-standard hydrophobic absorbent pads) in accordance with the USEPA’s rules and regulations at Dobbins Air Reserve Base. The contractor shall perform to the standards in the contract and shall meet or exceed the federal and Georgia state regulations regarding the laundering of absorbents. When used absorbents are unable to be cleaned or recycled, they must be disposed of in accordance with USEPA’s rules and regulations. Estimated workload factors and associated service locations are in Appendix A. The purpose of this service contract is to divert used industry-standard white (hydrophobic) absorbent materials contaminated with organics, from disposal. The contractor shall clean and reuse or recycle the used absorbent pads which have been used with any of the following organic materials: engine oil, turbine oil, synthetic oil, hydraulic fluid, synthetic hydraulic fluid, and grease.
Solid wastes are often disposed of at a landfill, or are incinerated, which transfers the contaminants to land or air. Contaminants are often also transferred to water through a traditional water wash laundering method, which then requires a treatment plant to treat the contaminants in the water. Dobbins requires the contractor to use a method of cleaning which both diverts the used absorbents from solid waste disposal and diverts contaminants from being transferred to water, to reduce D o b b i n s legal liability. Dobbins requires the contractor to use an environmentally responsible cleaning method which: 1) utilizes environmentally preferable cleaning agents (no use of flammable or toxic chemicals or solvents); 2) reuses, reconditions and/or recycles the contaminated absorbent materials; and 3) does not transfer any of the contaminants to water, air, or the land via disposal or emission.
Approximately 22 shops shall be serviced with absorbent pads. Shops may be added or deleted from this contract as needed.
1.1 SUPPLIES TO BE PROVIDED BY CONTRACTOR
1.1.1 ABSORBENT MATERIALS. Absorbent materials provided by the contractor shall be new unused industry-standard white polypropylene hydrophobic (aka “oil-only”) absorbent pads, delivered in bundles of 200 per drum order (CLIN 0001). The absorbent pads shall be a minimum size of 15 inches by 15 inches (i.e. 15” x 15”). Absorbent pads shall always be new, and not reused, to minimize fiber/lint creation.
1.1.2 DRUMS. Absorbent materials shall be delivered inside a 55-gallon metal or poly drum which meets DOT and GDOT shipping requirements for the shipment of hazardous materials (i.e., the drum shall be in good shipping condition with no large dents, creases, cracks, corrosion, or other signs of structural integrity damage, shall be able to contain free liquids, and shall have well fitted lids, gaskets, and lid rings). Drums shall have locking-style lid rings. These drums shall be used to collect used materials for transport off base to the recycling/reconditioning/reuse facility. Each drum shall be pre-labeled “Recyclable Absorbents”. Contractor shall submit with their proposal a statement of confirmation of these requirements regarding the container to be supplied (Submittal 5.1).
1.1.3 STANDARD OF SERVICE. The contractor shall include all associated costs, as described further in this section, for the delivery, pick up and recycling/disposal of absorbent materials into one single CLIN price. There shall be no separate transportation, fuel, materials, or other costs charged to the government.
CLIN 0001 shall be costs inclusive for absorbent pads services. Contractor shall submit with their proposal a statement of confirmation that their prices are all inclusive of the requirements listed below, and no other costs will be charged. The standard service per drum shall include:
1.1.3.1 The provision of one 55-gallon UN-certified hazardous materials drum which is not contaminated with any liquid, debris or residue. The drum shall have a locking ring lid and a functional fitted gasket on the lid. One drum shall serve as the delivery container for each requested standard supply of materials.
The standard supply of absorbent pads shall be 200 pads. In turn, each drum shall serve as the collection container for the used absorbent pads;
1.1.3.2 The pick up and transportation of one drum of used materials (regardless of how full the drum is) to the reuse/recycling/reconditioning facility, including any fuel surcharges;
1.1.3.3 The reuse/recycling, and if necessary, disposal of these used materials in the drum picked up; and
1.1.3.4 The contractor shall invoice for each drum delivered, to include the pick up and recycling charges inclusive within the CLIN. If the contractor receives a “Delivery Only” service request for a service location, the contractor shall invoice the quantity delivered. If the contractor receives a “Pick Up Only” service request for a service location, the contractor shall NOT invoice the quantity picked up, as the charge would be incurred at the time of original delivery.
1.2 COLLECTION REQUIREMENTS
1.2.1 The contractor shall submit a collection schedule (Submittal 5.2) upon contract award to provide service at least every other week on the same day each week, excluding Mondays, Fridays and federal holidays. If the designated day falls on a federal holiday, there will be no service provided that week.
Schedule shall be submitted to the Contracting Officer (CO) five (5) business days prior to start of contract performance. The contractor may propose adjustments to the schedule at any time. No changes are allowed to the schedule without CO coordination. Dobbins will request services when needed. The requested service will be in accordance with the collection schedule provided by the contractor. The contractor shall only deliver and/or pick up absorbent materials if first notified by the Contracting Officer's Representative (COR) that service is required. Notification will occur via email indicating the specific service locations requiring service, the quantity of drums to be picked up at each shop, and quantity of replacement supplies needed at each shop. The contractor shall become familiar with the delivery destinations and will not be escorted by base personnel after the initial delivery to a site or shop except under certain security conditions. The contractor shall accomplish all service between the hours of 8:00 a.m. and 3:00 p.m. on the designated delivery weekday.
1.2.2 When the contractor completes service at a location, there shall be no litter, waste, liquid or recyclable material on the ground within a 10-foot radius of the container. The contractor shall cleanup any mess the contractor caused. Any problems encountered by the contractor during a scheduled service shall be reported to the COR prior to leaving the base, ideally no later than obtaining the COR signature on the service/ship document.
1.2.3 Used absorbent pads may come from sources outside the contractor, as they are industry-standard absorbent pads available commercially from numerous sources. The contractor shall be capable of cleaning and recycling all white polypropylene absorbent pads found in the drum.
1.2.4 SHIPPING DOCUMENT. The Contractor shall record the delivery and pick up of drums on a document identifying the name of the company, the date of the delivery/pick up, the building number of each delivery/pick up, and the quantity of drums delivered/picked up. Any disposal operations shall comply with Department of Transportation (DOT) and GDOT rules and regulations including use of a non-hazardous waste manifest. These documents shall be signed by the COR prior to the contractor leaving the base. Contractor shall submit (Submittal 5.3) sample shipping documents with destination facilities with their proposal.
1.2.5 WEIGHT RECORDS OF USED MATERIALS. Contractor shall ensure that the used materials inside each drum are weighed prior to their being processed, and the weights for each drum shall be recorded for subsequent reporting and certification of recycle/reuse/reconditioning. Weights reported shall not include the weight of the drum.
1.3 HANDLING OF USED MATERIALS
1.3.1 Used absorbent pads shall be handled as hazardous materials not as hazardous wastes and shall be transported as hazardous materials to the recycle/reuse/reconditioning facility. All destination facilities shall be pre-approved prior to shipment. These materials shall not be manifested as “hazardous waste” at any time during the process.
1.3.2 SERVICE LOCATIONS. Contractor shall pick up used materials and deliver new materials to the locations specified in the requests for service. The contractor is expected to make deliveries without government escort after initial delivery. A few locations necessitate obtaining access through security gates;
the contractor shall obtain and retain contact phone numbers for these locations to call for access as needed.
Dobbins will provide a list of contact phone numbers.
1.3.3 Containers of used materials shall be properly prepared for hazardous material shipment by the contractor prior to loading containers onto contractor’s transport vehicle. Containers shall be recorded on a shipping document (reference Submittal 5.3), which shall be signed by the COR in Building 510, prior to the vehicle leaving the base.
1.3.4 Contractor shall ensure that all used materials are handled as follows: shall not be incinerated or burned for energy recovery; shall not be landfilled; shall not be water laundered; and shall not be disposed of in any way unless the material is not recyclable. Contractor shall ensure the laundering method used meets the intent of paragraph 1.4.
1.4 ENVIRONMENTALLY RESPONSIBLE METHODS OF PROCESSING.
1.4.1 An environmentally responsible method of recycling/reuse/reconditioning these used materials is needed to eliminate the liability associated with disposal of solid waste. The USEPA and the State of Georgia acknowledge that “wipes” that are laundered for reuse are not considered to be solid waste when recycled. The contractor shall use a recycle/reuse/reconditioning facility (“the Facility”) which is a manufacturing or processing facility that holds a current state certified license/permit for their recycle/reuse/reconditioning process, and shall not be a hazardous waste Treatment, Storage or Disposal Facility (TSDF) or a solid waste transfer station or part of a water-based laundering facility. Contractor shall submit (Submittal 5.4) their EPA ID number and a copy of their state license/permit with their proposal.
1.4.2 The Facility shall not have a recent (past two years) history of uncorrected and repeat regulatory environmental violations as reported by the EPA’s Enforcement and Compliance History Online (ECHO) database. The government shall review the contractor’s compliance history in this database as part of the proposal review.
1.4.3 The Facility shall not use trichloroethylene or other toxic materials as cleaning agents to remove the organics from used absorbent materials. Mineral spirits are an example of environmentally preferable dry-cleaning agents. Capture and reuse of the lighter-than-air solvents removed from the materials being cleaned is acceptable and preferred to using any new or virgin solvents. Contractor shall submit (Submittal 5.5) with their proposal the identification of the specific cleaning solvents, and current Safety Data Sheets for each one to be used and shall identify those used in any distillation procedure used in the process. If contractor uses trade secret chemicals, the generic identification SDS may be used.
Contractor shall not use any of the F-listed solvent specified in 40 CFR 261.31. Solvents shall be evaluated based on the toxicity characteristics listed in 40 CFR 261.24.
1.4.4 It is required that a closed-loop dry-cleaning process, one that captures and distills high boiling point solvents and puts them back into the cleaning process, be used to clean these absorbent materials in order for the contaminants to be captured and reused and not transferred to the air or to other media in order to eliminate liability to the government. The USEPA requires that any laundry or dry cleaner discharge must be regulated under Sections 301 (effluent discharge restrictions) and 402 (permitting requirements), or Section 307 (indirect discharge to a POTW) of the Clean Water Act. Contractor shall submit (Submittal 5.6) with their proposal documentation describing exactly how they are meeting these requirements under these regulations. Demonstration of compliance with the Clean Water Act must be submitted and will be evaluated in the proposal, including utilizing the EPA ECHO database.
1.4.5 The contractor shall not utilize any process which transfers the contaminants from the absorbent materials to another media (i.e. water, air, land) for treatment or disposal, as would result from water-based laundering or traditional dry cleaning; rather, the contractor shall utilize a process which fully reuses/recycles the organic contaminants removed from the absorbent materials, as well as reusing the cleaned absorbent materials to manufacture products sold by the facility. Contractor shall submit (Submittal 5.7) a statement with their proposal describing the technical process(es) to be used to clean the used materials collected under this service contract, specifically identifying the parts of the process which: a) capture the fluids from used materials, and b) captures and distills the solvents removed from the used materials, and also identifies specific processes for reuse of used materials. Contractor shall generically identify equipment used with each part of the process. Submittal 5.7 will be evaluated to ensure the process meets the requirements of this section.
1.4.6 The USEPA recognizes that collection of wipes may result in free liquids accumulating in the bottom of containers due to the natural processes involved in the transport of containers and gravity compression of wipes. The contractor shall remove any free liquids found in containers at the Facility and properly manage and dispose the free liquids. Contractor shall submit (Submittal 5.8) documentation of their generator status as defined in 40 CFR 260.10 and 262.13.
1.4.7 The Government reserves the right to schedule a visit to the Facility to verify the processes and documentation being used meets the requirements of this PWS at any time, prior to or after contract award.
1.5 REPORTS
1.5.1 The contractor shall provide a monthly report detailing the total quantity by weight (pounds) of used materials recycled/reused/reconditioned/disposed collected during the previous month. Format for these monthly reports shall be coordinated with the CO and COR. Reports shall detail the quantity of used materials removed from each drum (pounds) for cleaning, the date the drums were received at the facility and the date the used materials were recycled/reused/reconditioned. Contractor shall submit (Submittal 5.9) a sample report prior to beginning work.
1.5.2 The contractor shall submit a Certificate of Recycling/Reconditioning with each monthly report, referencing each drum received at the Facility by the contractor, and the date the contents were reused/recycled. The Certificate shall display the contractor’s business name, address and phone number. The Certificate of Recycling/Reconditioning shall be signed by the facility plant manager following a statement declaring that “all materials received from Dobbins have been recycled/ reconditioned in accordance with the facility’s permit and in accordance with RCRA requirements”.
Contractor shall submit (Submittal 5.10) a sample of this certificate prior to beginning work.
