About this opportunity

The U.S. Fish and Wildlife Service is soliciting SF 330 qualification statements from Architect-Engineering firms for construction management services at Midway Atoll National Wildlife Refuge, with submissions due October 2, 2026 at 10:00 AM PT; this is a total small business set-aside under NAICS Code 541330 (size standard $16.50 million).

USFWS seeks qualifications to support construction management for a sewer system replacement project on Midway Atoll, a 2.4 square mile atoll in the North Pacific Ocean approximately 2,800 nautical miles west of San Francisco. The A-E contractor will provide Engineer of Record support during solicitation of the Consolidated Projects, including pre-bid site visits, submittal review, and remote Title III construction management services over a 1,095-day performance period with anticipated construction contract award in January 2027 and a two-year construction timeline limited to July 15 through October 31 annually due to environmental constraints. Optional tasks include on-site construction inspection services, as-built drawings, and additional site visits; all site visits require travel via USFWS-contracted aircraft from Honolulu with approximately 48-hour stay windows, and the A-E contractor bears lodging, meals, and equipment transport costs.

Government estimates $350,000 to $475,000 in services required, provided for reference only and not establishing a price floor or ceiling. Registered and licensed engineering firms with current professional licenses in Hawaii, Montana, or states with reciprocity to either are eligible. USFWS intends to award one firm-fixed price contract. Evaluation criteria include Professional Qualifications, Specialized Experience/Technical Competence, Capacity and Contract Management, Past Performance, and Location/Knowledge of the Locality. Following SF 330 evaluation, up to five most highly qualified firms will enter discussions, with the most highly qualified firm receiving an RFP and potential award if a fair and reasonable price can be agreed upon.

SF 330 submissions shall not exceed 50 single-sided typed pages, with resumes and example projects limited to one page each. Firms must be registered in SAM. Amendment 1 extended the original September 28, 2026 deadline to October 2, 2026; submission via email to Contracting Officer Shanen Fox at shanen_fox@ios.doi.gov is the only acceptable method, and no extensions will be granted unless the CO determines it in the Government's best interest. The question cutoff date is September 11, 2026 at 10:00 AM PDT; all inquiries must be submitted in writing via email only.
