The work will include design, design/submittal review and approval, construction inspection services, and as-built drawings. The Government estimates approximately $350,000 to $475,000 in services are required, though this range is provided for reference only and does not establish a price floor or ceiling.
The solicitation is set aside 100% for small businesses under NAICS Code 541330 with a size standard of $16.50 million. Responses must be submitted by September 28, 2026, at 10:00 AM PDT via email to the Contracting Officer, Shanen Fox. The question cutoff date is September 11, 2026, at 10:00 AM PDT. SF 330 submissions shall not exceed 50 single-sided typed pages and must include resumes limited to one page per team member and example projects limited to one page per project. Firms must be registered in the System for Award Management (SAM) and be a registered/licensed engineering firm. All A-E professionals performing or sealing design work must hold current professional licenses issued in Hawaii, Montana, or in any state with reciprocity to either. The USFWS intends to award one firm-fixed price contract. Evaluation will be based on five factors: Professional Qualifications, Specialized Experience/Technical Competence, Capacity and Contract Management, Past Performance, and Location/Knowledge of the Locality. Following SF 330 evaluations, up to five most highly qualified firms will be selected for discussions, after which the most highly qualified firm will receive an RFP with potential for award if a fair and reasonable price can be agreed upon.

Description:
This is a request for SF 330 submissions. The U.S. Fish and Wildlife Service (USFWS) is seeking qualification statements from Architect-Engineering firms for construction management services which include support during solicitation of the Consolidated Projects on Midway Atoll National Wildlife Refuge (NWR), refer to the Statement of Work (SOW) for task breakdown. Offer Affordability: To assist A-E firms with assessing the magnitude of A-E services to be performed, the Government estimates that approximately $350,000.00 to $475,000.00 of services/level of effort are required to meet all requirements. A-E firms should not interpret this range as a price floor or ceiling; rather, this information is provided as a courtesy to prospective firms. Contract Structure:
The U.S. Fish and Wildlife Service (USFWS) intends to award one firm-fixed price contract for Architect- Engineering Services.
Required Registration:
To be eligible for contract award, a firm must be registered in the System for Award Management (SAM) and active by the closing of this announcement. Failure to register in SAM.gov may render a firm ineligible for award. SAM registration is free of charge and can be completed at www.sam.gov.
In accordance with FAR 36.601-4(b), the Firm must be a registered/licensed engineering firm to be eligible for award. Provide proof that the firm is permitted by law to practice the profession of engineering (e.g. state http://www.sam.gov/ registration number, or a brief explanation of the firm’s licensing in jurisdictions that do not register firms). As part of SF 330 Section E. Resumes of Key Personnel Proposed for Team, Firms are asked to include Current Professional Registration Number(s), Registered Discipline(s), and State of Registration(s) for individuals.
Failure to submit the required proof may result in exclusion of a firm from consideration. Architects and engineers performing, supervising, or sealing A-E design work for this contract must hold current, valid professional licenses issued/held in Hawaii, Montana, or in any state that has reciprocity with either.
Because Midway Atoll has no local licensing authority, the Government requires that all stamped/signature design documents be produced and sealed in the state where the A-E professionals are licensed and where the work is performed (i.e., the A-E firm’s branch office location performing the design). Midway Atoll is not under any state’s jurisdiction, therefore project licensure must be held in Hawaii, Montana, or in any state that has reciprocity with either.

Contact Shanen Fox, Contracting Officer. Contact may be made via email to shanen_fox@ios.doi.gov. All inquiries and questions shall be submitted in writing via email only by the cutoff date and time listed above.
Nothing in this request is changed unless an amendment is posted to sam.gov as an amendment prior to submission.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the firm. A firm without a record of relevant past performance or for whom information on past performance is not available shall not be evaluated favorably or unfavorably on past performance.
Submission Requirements:
For the projects listed under Specialized Experience/Technical Competence, Firms must include the name of the primary point of contact, phone number, and email address.
