About this file
This is a Statement of Work (SOW) for Architectural Engineering (A-E) construction management services related to replacing the sewer system at Midway Atoll National Wildlife Refuge (NWR). The US Fish and Wildlife Service (USFWS) is soliciting A-E services to support a sewer system replacement project located on Midway Atoll, a 2.4 square mile atoll in the North Pacific Ocean approximately 2,800 nautical miles west of San Francisco. The performance period is 1,095 days from Notice to Proceed, with an anticipated construction contract award in January 2027 and a two-year construction timeline spanning multiple construction seasons (limited to July 15 through October 31 annually due to environmental constraints).
The base scope includes two tasks: (1) Construction Contract Bid Support, requiring the A-E to assume Engineer of Record responsibility, respond to contractor questions, prepare conforming design documents, attend virtual meetings, conduct a pre-bid site visit to Midway Atoll in fall 2026, and review Alternative Technical Concepts; and (2) A-E Construction Management Services providing remote Title III CM services including submittal review and approval within ten business days, participation in weekly teleconferences, quality control verification, safety compliance monitoring, and design modification as required throughout construction. Optional tasks include on-site construction inspection services during significant project milestones, as-built drawings per USFWS CAD standards, and additional site visits as needed. All site visits require travel via USFWS-contracted aircraft from Honolulu with approximately 48-hour stay windows, and the A-E contractor bears costs for lodging, meals, and equipment transport via cargo vessel. Deliverables must be submitted electronically via email and FTP, with government review and approval required within ten workdays of submission.

1. GENERAL:
1.1 The US Fish and Wildlife Service (USFWS) has a request for Architectural Engineering (A-E) Services to provide construction management services which include support during solicitation of the Consolidated Projects on Midway Atoll National Wildlife Refuge (NWR).
1.2 This project takes place on Midway Atoll NWR, which is a 2.4 sq mi atoll in the North Pacific Ocean. Roughly equidistant between North America and Asia, Midway is the only atoll in the Hawaiian Archipelago that is not part of the state of Hawaii. Midway Atoll is approximately 140 nm. (260 km; 160 mi) east of the International Date Line, about 2,800 nm. (5,200 km; 3,200 mi) west of San Francisco, and 2,200 nm. (4,100 km;
2,500 mi) east of Tokyo. Midway Atoll, which includes the Midway Atoll NWR and the Battle of Midway National Memorial, is part of the Papahānaumokuākea Marine National Monument. It is also home to Henderson Field which supports trans-Pacific aircraft activity.
Midway Atoll NWR is a sanctuary for millions of seabirds, shorebirds, ducks, and various marine life who call the atoll home, for all or part of their lifecycle. Midway Atoll NWR and Battle of Midway National Memorial are currently closed to public visitation. Only activities that directly support airfield operations and conservation management of the refuge, memorial and monument are allowed.
1.3 The Consolidated Projects on Midway Atoll NWR include replacement of the sewer system and harbor infrastructure improvements. This effort only includes Construction Management (CM) and inspection services supporting replacement of the sewer system.
Work will include but not necessarily limited to A-E Services in support of requests for information, submittal review, and other technical assistance related to the sewer system replacement during construction contract solicitation and throughout construction.
1.4 Performance Period: 1,095 days from Notice to Proceed (NTP). The period of performance for the construction portion of the sewer system replacement is two years with an anticipated award date of January 2027.
1.5 All work will be in accordance with the Task Order Proposal Request Technical Requirements found in the parent contract.
2. DEFINITIONS: NA
3. SCOPE:
3.1 A-E shall provide bid support to the USFWS during the solicitation of the construction project and provide CM throughout construction. It is anticipated that construction will take multiple construction seasons on Midway Atoll NWR to complete the project.
