About this opportunity
The U.S. Fish and Wildlife Service seeks architect-engineer Title III construction administration services for the Great Plains Nature Center renovation project at 6232 East 29th Street North, Wichita, Kansas, with proposals due November 23, 2026. The procurement is a Total Small Business Set-Aside under NAICS 541330.
Place of performance is Wichita, Kansas. The period of performance spans 300 days following Notice to Proceed, with work expected between December 2026 and October 2027. All architectural and engineering work must be performed under the direct supervision of a Kansas-licensed professional architect or engineer and must be stamped.
The scope encompasses five primary tasks: attending a construction support kick-off teleconference; performing construction support services including review and response to approximately 25 RFIs, review and approval of approximately 200 submittals, and participation in approximately 44 one-hour conference calls; conducting on-site inspections approximately weekly during active construction (estimated 14 engineering inspections and 25 construction field inspections) with detailed inspection reports and photographs; providing Fundamental Commissioning Services per ASHRAE Standard 202-2013 and Guideline-0-2013; and preparing updated as-built drawings in .dwg and .pdf formats. Contractor must maintain liability insurance with minimums of $500,000 per person and per occurrence, plus $250,000 property damage coverage.
Evaluation uses two non-price factors on an adjectival scale (High Confidence, Confidence, Low Confidence): Factor 1 addresses key personnel professional qualifications across four required disciplines (Cost Engineer/Estimator, Foundation/Geotechnical Engineer, Project Manager, and Structural Engineer), each requiring 10 or more years of experience and appropriate professional certification; Factor 2 addresses specialized experience through submission of two to five completed projects demonstrating relevant construction administration capabilities. Following selection using FAR 36.602-5, the Government will issue a separate RFP requesting labor categories and pricing with 14 calendar days to submit. The estimated construction contract price range is $1 million to $5 million.
