About this opportunity

The Department of the Army Materiel Command Army Contracting Command seeks Command, Control, Communications, Computers and Information Management (C4IM) Service and Support to the 9th Mission Support Command (MSC) G6, with proposals due July 23, 2026 at 11:00 AM Hawaii Standard Time. The procurement is a Women-Owned Small Business set-aside under NAICS 541519 with a 100% small business size standard of $34 million.

Place of performance is dispersed across Pacific and Korea theaters: Hawaii (Oahu at Fort Shafter Flats, Hilo, and Maui), Alaska (Fort Richardson at JBER and Fort Wainwright), Japan (Camp Zama), South Korea (USAG-Yongsan and USAG-Camp Humphreys), American Samoa (Tafuna), Guam (Barrigada), and Saipan (Tanapag). Administrative oversight is at Honolulu, Hawaii.

Contractor personnel must hold active U.S. Secret Security Clearances and SECRET Facility Clearances, plus baseline and technical certifications per DoD 8140/8570.01-M, DFARS 252.239-7001, and AR 25-2 (Security+ or equivalent required). An amendment issued July 15 revised CMMC requirements to CMMC 2 (Self) or higher for all contractor information systems processing, storing, or transmitting FCI or CUI. Services include network and systems engineering, network administration across NIPR/SIPR/REF networks, Tier II Help Desk support (24/7/365 with onsite staffing 0800–1700 Monday–Friday and 0730–1630 weekends), secure VTC administration, operations and plans support, and cybersecurity compliance.

The contract period runs September 1, 2026 through August 31, 2029, comprising one 12-month base year and two 12-month option years, with a 30-day phase-in transition period. Three CLINs structure the pricing: CLIN 0001/1001/2001 for primary C4IM services at firm fixed price; CLIN 0002/1002/2002 for Travel & Per Diem at estimated $40,000 annually; and CLIN 0003/1003/2003 for Special Mission Support at estimated $70,000 annually. Service Contract Act wage determinations apply for Hawaii, Alaska, Guam, Northern Mariana Islands, and American Samoa.

Evaluation weighs non-price factors (technical capability, work experience, and key personnel management and staffing plan) as significantly more important than price. PSC code is DE01.
