About this opportunity
The Department of the Air Force Air Combat Command is procuring hazardous waste remediation services for fuel spill cleanup at Nellis Air Force Base in Nevada through Solicitation F3G3CE5147A002. The contractor must provide all labor, materials, equipment, and supervision necessary to remove fuel-contaminated asphalt patches measuring 150' x 4', excavate contaminated soil from a 25' x 20' area to a depth of 6 feet, and dispose of an additional 190 tons of previously removed contaminated soil currently stored on tarps at the base landfill. All contaminated materials must be segregated and transported to EPA and Nevada Department of Environmental Protection (NDEP) approved disposal facilities, with soil testing conducted by Nevada-certified laboratories to ensure concentrations fall below specified action levels. The government will evaluate proposals on a best value basis using technical capability and price factors, with the intent to award to the lowest-priced technically acceptable offer. A mandatory site visit was conducted on July 25, 2025, and proposal submissions were due by 1:00 PM PDT on August 6, 2025.
This procurement is designated as a Total Small Business set-aside under NAICS code 562910 (Remediation Services) with a small business size standard of $25 million. The contract will be awarded as a firm fixed-price agreement with a 60-day performance period after contract award, and work will be performed at Nellis Air Force Base in Nevada. The project involves an estimated 350 total tons of contaminated material removal and disposal, with additional per-ton pricing required if excavation exceeds the base estimate. Contractors must comply with strict airfield safety protocols, obtain necessary permits, coordinate utility locations, and work under escort supervision due to the proximity to active flight operations. The 99th Civil Engineering Squadron will be responsible for replacing the removed soil and asphalt once the remediation work is completed.
