About this file
This Performance Work Statement (PWS) details a fuel spill remediation project for Nellis Air Force Base (AFB), specifically for the 99th Civil Engineering Squadron (99 CES). The contractor is required to remove fuel-contaminated asphalt patches (150' x 4') and contaminated soil (25' x 20' area to a depth of 6') with hazardous substance concentrations exceeding specified action levels. The project involves complete removal, testing, and disposal of contaminated materials, with all samples to be analyzed by a Nevada-certified lab using EPA-approved methods. The contractor must use a third-party Nevada Certified Environmental Manager to oversee soil testing and ensure compliance with Nevada Department of Environmental Protection (NDEP) and Environmental Protection Agency (EPA) regulations.
The project has specific requirements including working hours of Monday through Friday, 6:30 a.m. to 3:30 p.m., mandatory security protocols (photo identification, vehicle registration), and professional conduct standards. Contractors must register vehicles through Security Forces, comply with base security measures, and obtain necessary identification cards. The Civil Engineering Squadron will be responsible for replacing the removed soil and asphalt. The solicitation is a small business set-aside under NAICS code 562910 (Remediation Services) with a size standard of $25 million, and the period of performance is 60 days at Nellis AFB, Nevada.

The contractor must use a third-party Nevada Certified Environmental Manager (CEM) in accordance with Nevada Department of Environmental (NDEP) to oversee soil testing and confirm sampling has been performed that verifies the removal of all soil with concentrations of hazardous substances or petroleum substances that exceed soil action levels in NAC 445A.2272.
o All soil results from the final excavation are to be below NDEP action levels (100 mg/kg for TPH).
