About this file

This document is a Questions and Answers (Q&A) file for Solicitation Number F3G3CE5147A002, a fuel spill cleanup project for the 99th Civil Engineering Squadron at Nellis Air Force Base. The Q&A addresses critical details about a one-time service requirement for contaminated soil excavation and disposal, with the primary goal of achieving "Clean Closure" for a fuel spill. Key highlights include a project scope of removing fuel-contaminated asphalt patches (150' x 4') and soil (25' x 20' to a depth of 6'), with an estimated 300 tons of contaminated material to be excavated, transported, and disposed of at an approved facility.

The document provides extensive clarification on project requirements, including contractor responsibilities for utility locating, obtaining dig permits, submitting work requests, and navigating airfield access restrictions. Notable requirements include submitting a dust permit application, potential SWPPP documentation, and coordinating with Airfield Management for NOTAMs and equipment height restrictions. The project involves working near a flight area with potential munitions proximity, requiring an escort, contractor base pass, and potential work time limitations. Contractors are expected to provide pricing for the base 250-300 ton estimate and additional per-ton pricing for excess excavated material, with the potential for additional lateral excavation if sidewall confirmation samples exceed action levels.

99 CES Fuel Spill Cleanup Q&A

Q: Is there any incumbent/recompete or this is a brand-new project?

A: This is a new one-time service requirement. Our goal is to achieve “Clean Closure” as it pertains to the fuel spill.

Q: Can a copy of Total Petroleum Hydrocarbon (TPH) and/or Volatile Organic Compound (VOC) for Asphalt and Soil to be excavated, transported, and disposed of be provided? We would need these analytical data prior to disposal for acceptance at facility, which is required by NDEP, and EPA for proper approval of excavated material. After excavated material is disposed then we will sample, test for a clean and closure report.

A: Yes

Q: What is the depth/thickness of the slab/asphalt adjacent to the excavation area?

A: 4 inches

Q: Will backfill and pavement be the responsibility of the 99 Civil Engineering Squadron personnel as implied with the Performance Work Statement Description of Services?

A: Yes. The source of the backfill will be provided to the contractor as required for the site closure request that will be drafted and submitted to the NDEP.

Q: On the green lines shown on attachment 2. Do you want us to remove everything within the green lines? Is there additional areas outside of the green lines be required for removal?

A: This is the only section that needs to be removed (150’ x 4’)

Q: What are the notifications required to the 99 Civil Engineering Squadron to limit the excavation to be exposed to air? We want to ensure that air slacking and sloughing is not an issue since the plan view implies there will be a vertical unsupported excavation adjacent to the asphalt.

A: Contractor has to submit a dust permit application if it’s over ¼ acres and if over 1 acre a SWPPP required

Q: Do you expect the removed soil to exceed 250 tons?

A: Yes depending on how deep the contamination is. 300 Tons (I would request a lump sum estimate for up to 250 or 300 tons and request a price per ton for any impacted soil excavated, transported, and disposed of in excess of that amount)

Q: If total petroleum hydrocarbon (TPH) concentrations exceed 100 mg/kg, the contractor is required to analyze samples for volatile and semi-volatile organic compounds. In such cases, does the 99 CES anticipate submission of a "dirty closure" request to NDEP, or is additional excavation expected to achieve unrestricted closure?

A:No. There is an anticipation of additional excavation to achieve unrestrictive closure/NDEP “Clean Closure” vs. NDEP’s “Analyte-Specific Closure”.

Q: If sidewall confirmation samples exceed applicable NDEP action levels, is it the government’s expectation that the contractor will conduct additional lateral excavation and follow-up sampling, potentially increasing the volume of impacted material to be removed?

A: Yes, a price per ton in excess of 300 tons should be provided.

Q: Will the 99 CES coordinate utility locating services, or is it the contractor’s responsibility to coordinate utility clearance through the AF Form 103 dig permit process?

A:Contractor is responsible to obtain approved AF Form 103 (Dig Permit)

Q: Will the 99 CES submit the Base Civil Engineer work request, or is the contractor responsible for initiating and managing the request through the AF Form 332 process?

A: Contractor will be responsible to enter in NexGEN

Q: The PWS states that 99 CES will be responsible for replacing removed soil. However, will the contractor be expected to grade, compact, or stabilize the excavation area before turnover, or is backfill and site restoration entirely outside the contractor’s scope?

A:No, the contractor will not be responsible for grading, compacting, or stabilizing the excavation area

Q: Are there any flightline or restricted area access requirements and escorts needed?

A: Yes, an escort will be provided by DAF.

Q: Will the contractor be required to file a NOTAM?

A: what equipment will be brought in and what will be the highest point the boom be at? Airfield Management will submit NOTAMs prior to project start. The project manager and contractors must provide AM with pertinent NOTAM data. This is discussed during the pre-construction meeting.

Q: Flightline training or security clearance needs?

A: DAF will provide an escort and all site personnel will need to acquire a contractor base pass. The owning unit of the project will provide Airfield drivers training to contractors and handle security requirements.

Q: Due to flight area is their Work-time or shift limitations?

A: There may be restrictions on work days / work times based on proximity to munitions that could be present.

Q: Equipment height restrictions?

A: NOTAM request will be submitted and be based on the equipment/personnel that will be on the airfield. The project manager and contractor will provide Airfield Management with all pertinent equipment data (i.e., heights, erected duration and location). AM can assist the project with submitting a Terminal Instrument Procedures (TERPS) request, so that all erected obstacles are evaluated prior to project start.

Q: FAA waiver requirements (if applicable)?

A: At minimum, a Temporary Airfield Construction Waiver (TACW) and Risk Assessment must be completed by the project manager prior to project start. The TACW and RA will then be coordinated for approval to the Installation Commander.
