The solution must support multiple coding systems including ICD-9, ICD-10, CPT, and HCPCS codes, provide real-time bidirectional interface with VA's VIRR solution, and comply with HIPAA standards and extensive VA cybersecurity requirements. Key requirements include enterprise-level software distribution, technical support, end-user and system administrator training, comprehensive reporting capabilities, and Clinical Documentation Integrity (CDI) functionality. The VA has determined this requirement will be procured as a sole source under FAR 6.302-1, Only One Responsible Source, following review of all RFI responses, with a formal notice of intent to be issued via SAM.gov. The response deadline for the Request for Information is January 2, 2026, with responses limited to 15 pages.

This procurement carries no set-aside designations, though the VA encourages responses from small businesses, including veteran-owned and service-disabled veteran-owned businesses under NAICS code 541512 with a small business size standard of $34.0 million. The contract will be structured as a firm-fixed-price award with a 12-month base period followed by four 12-month option periods, for a total potential performance period not exceeding five years. No incumbent contractor or specific award value has been publicly identified in the pre-solicitation documentation. The RFI seeks detailed vendor information regarding technical capabilities, implementation experience, proprietary restrictions, and potential constraints to support the VA's assessment of available market solutions. Performance of work will take place in the United States, and the procurement is classified under Product Service Code 7A21 for IT and Telecom Business Application Software with Perpetual License Software.
