About this opportunity

The Department of the Navy's Naval Supply Systems Command, through its contracting activity Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), seeks quotes to rent one 750kW emergency diesel generator at Bremerton, Washington, under a 100% Total Small Business set-aside, with quotes due November 5, 2026 at 1:00 PM Pacific Time. Amendment 0001, posted October 30, 2026, states the government expects award on or before November 18, 2026 and confirms the question deadline was October 29, 2026.

The base period runs November 20, 2026 through June 30, 2027 under CLIN 0001 (seven months), with an option through November 19, 2027 under CLIN 1001 (five months). The contract is firm fixed price commercial service. Delivery to Pier 6 is required within 48 hours of award, with earlier delivery preferred if contractually acceptable. Partial months are priced as full months and invoiced monthly in arrears through WAWF. The government furnishes connection equipment, cabling, and all diesel fuel after the initial delivery test fuel.

The generator must be a minimum 750kW unit rated 460VAC, three-phase, 60 Hz, with prime and standby ratings of at least 750kW and brake horsepower below 2,000. It requires EPA off-road certification under 40 CFR 63 Subpart ZZZZ, NFPA 110 compliance, a NEMA 3R ISO enclosure, and a double-wall UL 142 fuel tank sized for 16 hours at full load. The contractor must provide 24/7 manufacturer technical support with a four-hour response time and a 48-hour repair or replacement capability, measured from a four-hour problem determination by the Contracting Officer's Representative. Documented access to equivalent replacement generators through a regional rental fleet is acceptable. Subcontracting equipment provision to third-party rental companies is permitted while the prime retains responsibility, and FAR 52.219-14 does not apply.

Personnel require Defense Biometric Identification System (DBIDS) credentials. Unescorted access requires U.S. citizenship, and foreign nationals receive escort-required white badges. Visit Request Lists are due five full working days before the start date. Service Contract Act labor categories include Mobile Equipment Servicer and Truckdriver.

Quotes go by email to Contract Specialist Rolf Jacobson, with Contracting Officer Amanpreet Johal also named in the notice. Offerors must be registered in SAM at submission. Quotes on letterhead with specification sheets satisfy pricing documentation requirements.
