About this file

This is a Questions and Answers (Q&A) document for Amendment 0001 to solicitation N4523a27Q5704 regarding a 750kW Emergency Diesel Generator (EDG) rental at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF) in Bremerton, Washington. The U.S. Navy seeks to rent a 750kW minimum diesel generator to serve as secondary long-term backup power to USS Alexandria in the event of primary shore power loss.

The contract structure includes CLIN 0001 for a 7-month base period (November 20, 2026 through June 30, 2027) and CLIN 1001 for a 5-month option period (July 1 through November 19, 2027). The government expects to make award on or before November 18, 2026, with delivery required within 48 hours of award to Pier 6 at PSNS&IMF, though earlier delivery is preferred if contractually acceptable. Partial months should be priced as full months with monthly invoicing in arrears through WAWF. The generator must be rated at 460VAC and capable of both prime and standby ratings of at least 750kW. Connection equipment and cabling are government-furnished; contractors need not provide transfer switches, distribution gear, or load banks. Fuel testing must occur prior to delivery, and the government will provide all diesel fuel during the lease term beyond initial delivery test fuel. The contractor is responsible for preventive maintenance if required; the government performs weekly testing. The 48-hour repair/replacement window begins after a four-hour problem determination by the Contracting Officer's Representative. Documented access to equivalent replacement generators through a regional rental fleet is acceptable. Personnel require Defense Biometric Identification System (DBIDS) credentials for access. Vendor quotes on letterhead with specification sheets satisfy pricing documentation requirements. The contractor may subcontract equipment provision through third-party rental companies while maintaining prime responsibility. FAR 52.219-14 (Limitations on Subcontracting) does not apply. NIST SP 800-171 assessment scores are not required for award. Applicable Service Contract Act labor categories include Mobile Equipment Servicer and Truckdriver positions.

Amendment 0001 for Solicitation N4523a27Q5704 – 750kW EDG at PSNS&IMF

Questions and Answers

PWS 10.2.2 says delivery within 48 hours of award. Is Nov 20 2026 the required on-site date no matter when award happens?

RDD is 11/20/26. If award happens more than 48 hours earlier, we would like the unit as early as the 18th if contractually possible.

Where exactly at PSNS & IMF does the generator go (building, dry dock, pier), and is a move to another base (PWS 8) expected during the term?

Delivery location within PSNS&IMF Bremerton is at Pier 6. This unit will not be moved to a different base.

The CLINs show 7 base months starting Nov 20 and 5 option months ending Nov 19. Should partial months be priced as full months or prorated, and is billing monthly in arrears through

WAWF?

Price them as full months. When you submit your invoice in WAWF, you will be submitting it at the end of that period for that period.

Is any transfer switch, distribution gear or load bank needed from the contractor, or is the Navy's connection gear all government-furnished (PWS 5.1)?

Connection equipment/cabling is government-furnished.

Do the fuel tests (PWS 4.1.1–4.1.2) cover the fuel delivered in the unit at delivery?

No. This should be accomplished prior to delivery. Vendor should test their fuel and ensure it can comply with 4.1.1-4.1.2.

PWS 3.1.1.3 and 3.1.1.6 repeat the reverse-power requirement. Can you give the expected use

(shore power, caisson or facility) or a target trip setting?

Expected use is connection to boat as secondary long-term source in event of loss of primary source from shore.

Will the generator be connected to the ship (USS Alexandria) or to a facility, and can the remote-start and alarm contacts (PWS 3.1.1.7 and 3.1.1.9) be plain dry contacts?

Connected to the boat. Unit should comply with 3.1.1.9 through

3.1.1.9.3

Since the work is mostly equipment rental, which SCA labor categories from WD 2015-5525

Rev 32 apply, if any?

While it’s dependent on the worker and their function SCA categories that could apply include things like 05110 - Mobile Equipment Servicer or 31362 - Truckdriver, Medium

Is a vendor quote on letterhead plus a spec sheet enough pricing support under solicitation item

19.D?

Yes, this would be sufficient.

Can delivery and pickup be built into the monthly CLIN price, or should they be shown separately?

The CLINs are set up for the total service for each service period. Delivery and pickup may be built into your CLIN pricing

DFARS 252.204-7019 and 252.204-7020 are incorporated. Since a generator rental should involve no covered defense information, do these clauses require a posted NIST SP 800-171 assessment for this award?

No.

May the offeror provide the generator through a third-party equipment rental company (with the rental company furnishing the unit, delivery, and the 24/7 on-call technician), while the offeror remains the prime contractor fully responsible for all contract requirements?

Yes, this is an acceptable arrangement

Does FAR 52.219-14 (Limitations on Subcontracting) apply to this requirement? It does not appear in the list of clauses incorporated in the solicitation.

FAR 52.219-14 (Limitations on Subcontracting) does not apply to this requirement.

PWS 3.1.1 (page 1): Will a generator rated 480 VAC nominal be acceptable if it can be adjusted to the required 460 VAC?

Yes. Generator should be adjusted to provide 460 VAC prior to delivery.

PWS 10.2.2 (page 10) and 7.5 (page 8): How will the Government coordinate the 48-hour delivery requirement with the advance badging and security-access requirements?

The vendor will coordinate badging and delivery with the contracting officer’s representative

(COR)

PWS 4.6.2 (page 4): Does the 48-hour repair/replacement period begin after the required four-hour determination, as stated in the PWS?

Yes. 4.6.1 requires determination within 4 hours of notification of a problem by the COR. 4.6.2 requires repair or replacement within 48 hours from that determination.

PWS 4.7 (pages 4–5): Must the replacement generator be physically available within the immediate Puget Sound area, or is documented access to an equivalent replacement through a regional rental fleet acceptable?

Documented access to an equivalent replacement available in a regional rental fleet is acceptable.

PWS Section 7 (pages 6–9) and Contractor Badging and Access Requirements attachment: What specific access credentials will be required for generator delivery personnel and emergency-service technicians at the anticipated installation location?

A Defense Biometric Identification System (DBIDS) credential will be required for installation access

Delivery timing and site access (PWS, p. 10, para. 10.2.2 and p. 8, para. 7.5): Delivery is required within 48 hours of award, but the Visit Request List must be received at least five full working days before the start date. Can the delivery driver and mechanic enter on a single-day pass or with an escort for the initial delivery? Also, what award date does the Government expect?

The government expects to make the award for this contract on or before 18 Nov 2026. Initial delivery will be coordinated with the COR post award.

Delivery location (PWS, p. 1, para. 1 and p. 9, para. 8): Where will the generator be placed at

PSNS & IMF (for example, pierside, dry dock, or a shop area)? Will vendor personnel need access to any Nuclear Work Area or other restricted area?

Generator will be at Pier 6.

Partial month (Combined Synopsis/Solicitation, p. 1, para. 7 and para. 12): CLIN 0001 is priced as 7 months, and the base period runs Nov 20, 2026 through Jun 30, 2027. Should the

November 20–30 period be included in the 7 monthly payments, or billed as a prorated partial month?

There are a couple of options regarding how invoices have been submitted previously. A prorated invoice submitted for that period would be acceptable. Vendors in the past have also elected to not bill for a partial month, and have instead included that prorated month on the following month’s invoice.

Cybersecurity clauses (Combined Synopsis/Solicitation, p. 4, para. 22, DFARS 252.204-

7012 and 252.204-7020): Will any Covered Defense Information be shared under this contract?

If not, can the Government confirm that a NIST SP 800-171 assessment score in SPRS is not required for award?

The NIST SP 800-171 assessment score is not required for award.

Missing attachments (PWS, p. 4, para. 4.6.2.2 and p. 5, para. 6.1.2): The PWS refers to a

Diesel Service Call Repair form (Attachment 1) and a Contract Discrepancy Report, but neither was included in the posted package. Could these be provided?

These can be provided by the COR post-award

Prior contract: Is there an incumbent or a previous contract for this requirement? If so, please share the contract number and award amount.

This is a new stand-alone requirement.

Delivery location: C2 Combined RFQ, page 2, sections 9 and 11; A5 PWS, page 9, section 8.

Please confirm the actual delivery point for this award and whether the alternative locations listed in PWS section 8 are within its fixed-price scope. We need the delivery footprint to identify the appropriate local performing branch and mobilization costs.

Unit will be used at Pier 6 delivery point. Unit will not be used at other bases.

Power rating and larger equipment: A5 PWS, page 1, sections 1 and 3.1.1. Must the minimum

750 kW be met at the prime rating, standby rating, or both? Would a 900 kW-prime unit be acceptable if it meets every other requirement, including horsepower, enclosure, dimensions, connections and protection features?

Unit should be capable of both. 750kW minimum.

PWS paragraph 10.2.2, deliver within 48 hours of task order award. Please confirm the initial delivery date is 20 Nov 2026, the start of the period of performance.

Earlier delivery date is preferred if contractually acceptable.

PWS paragraph 3.1.1. Please confirm a unit with a nameplate rating above 750 kW, operated at

750 kW, is acceptable provided engine brake horsepower is under 2,000 and all other requirements are met.

Unit shall be 750kW minimum and comply with all other requirements.

Solicitation page 20, Contractor Signature and Date. Please confirm the signed page is to be returned with the quote.

The signed page should be returned with the quote. This signature is to confirm that the prospective contractor has read the entire solicitation document. Failure to return this signed page will not necessarily disqualify a quote.

Preventive maintenance during the term. Paragraph 3.2 lists maintenance to be accomplished prior to delivery, and paragraph 4.6 covers repair or replacement after a problem is reported.

Who is responsible for scheduled preventive maintenance and periodic testing of the unit during the lease term, the contractor or the Government?

Government will perform weekly testing of the unit during lease term. If unit requires PMs, this shall be accomplished by the vendor. If unit requires repair lasting over 48 hours from determination, vendor shall provide replacement.

Fuel during the term. Paragraph 5.4 states the Government will provide additional diesel fuel required after initial delivery. Please confirm the contractor has no refueling responsibility during the term beyond the fuel needed for the delivery test under paragraph 4.1.

Confirmed. Section 5 is GOVERNMENT FURNISHED

Option period pricing. CLIN 1001 is structured as 5 months, while the option window of 1 July

2027 through 19 November 2027 is shorter than five full months. Will the monthly rate be prorated for a partial final month?

Yes.

Same paragraphs. May the signed cover letter and Visit Request List be submitted electronically

(a digitally signed PDF by email) to the Contracting Officer's Security Officer? Our office is in

Florida; delivery, setup and on-call service would be performed by our equipment rental partner's personnel in the Puget Sound area.

Yes, this is acceptable
