About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking to procure two Invoq 102BE electric combi ovens for the Nutrition and Food Service Department at the Jefferson Barracks campus of the St. Louis VA Medical Center. The solicitation requires the purchase of two ovens, accompanying 27-1/2" tall stands with runners, two TruH2O 210MS2 filtration systems, and professional installation services that include site survey, utility connections, startup, parts kit, and removal of existing units. The VA aims to enhance its meal preparation capabilities for veterans by replacing aging kitchen equipment with modern, energy-efficient appliances. While specific evaluation criteria are not explicitly detailed, the solicitation suggests that compliance with VA policies, ability to perform installation during specified hours (Monday-Friday, 7:00 AM to 3:30 PM), and adherence to COVID-19 protocols will be important considerations. The proposal response is due by January 10, 2025, at 5:00 PM CST, with a point of contact provided for any additional information.

The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 333241 with a size standard of 500 employees. Based on the attached justification document, Emergency Planning Management appears to be the intended vendor for this procurement. The total project involves two complete combi oven systems with installation, with delivery to be made to the VA Saint Louis Healthcare System's Jefferson Barracks Campus Receiving Warehouse, requiring 48-hour advance notice. The period of performance is a one-time purchase encompassing equipment procurement, installation, and training, with an estimated value not explicitly stated in the documents. Installation will be performed in Building 60 at the Jefferson Barracks campus, with the contractor required to maintain communication with the Associate Chief of Nutrition and Food Service and provide their own personal protective equipment. The contractor must follow VA policies, including Coronavirus protection guidelines, and ensure safe and efficient equipment installation.
