Urgent and Compelling Award For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C255-25-AP-0576

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 15 at 3450 South

4th Street, Leavenworth, KS 66048 in support of St. Louis VA Medical Center Jefferson Barracks and John Cochran Stations. Purchase Request Number 657-25-1-1718-0007.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is for two (2) electric Combi Oven in accordance with FAR 13.5 Simplified Procedures for certain commercial items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under simplified acquisition procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2.

This will be a sole source award for two (2) electric Combi Oven for at the St Louis VA Medical Center (Jefferson Barracks and John Cochran Stations) in order to meet the dietary needs of the Veteran inpatients and outpatients of the hospital for proper patient care.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Due to the multiple breakdowns causing inefficiencies and safety issues, the ovens are at the end of their operational life, and need to be replace so not to disrupt patient care. The station received a quote from a vendor matching the ovens needing replaced with the same dimensions for a seamless transition without the need for extensive and costly kitchen reorganization. The vendor, Emergency Planning Management is an SDVOSB vendor listed in the SBA VetCert.

4. Description of market research conducted and results or statement why it was not conducted:

Due to the urgent nature of this procurement, market research was conducted at a limited to past procurements in FPDS and FSS schedules. Emergency Planning Management price was in line with this search and was determined fair and reasonable. For this, Emergency Planning Management will receive the award.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
