About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 seeks quotes for a modular walk-in cooler and freezer unit at Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois, with quotes due November 6, 2026 at 10:00 a.m. CT. The solicitation is a sole-source procurement set aside for service-disabled veteran-owned small businesses (SDVOSBs) under VAAR 852.219-73 total set-aside.

Modification 0003, posted October 28, 2026, extends the receipt deadline from October 30 under Modification 0002 to November 6. Offerors must acknowledge Modification 0003 by that deadline, and failure to acknowledge may result in rejection of the offer. The mandatory site visit, scheduled for October 27, 2026 at 9:30 a.m. CT at Building 6, has passed, as has the October 21, 2026 attendance confirmation deadline. Jennifer Mead is the Contracting Officer.

Item #1 is a modular walk-in cooler and freezer combination unit measuring 44' 6" x 31' 7" x 8' 6". It has 5 1/2-inch freezer panels and 4-inch cooler panels for walls and ceiling, with two 36" x 60" x 78" door openings. Two column sections must be field-wrapped with manufacturer-supplied insulated panels, and the installer seals ceiling panels, floor, and corners. The unit must comply with 2021 IBC C403.11 for wood frame construction, the Energy Independence and Security Act of 2007, and state and local snow load requirements. Final documentation requires a signed approval drawing verifying all items. Drawings are provided as Attachment 3 under Amendment 0001.

Under VAAR 852.219-76, SDVOSB primes are limited to subcontracting no more than 50% of the government-paid amount for supplies, excluding material costs, to non-certified SDVOSBs. Products must come from domestic small business manufacturers unless a waiver is granted. Offerors must submit a signed VAAR 852.219-76 certification and manufacturer/nonmanufacturer representations with their offers. The SBA Nonmanufacturer Rule applies, and a class waiver exists for the assigned NAICS code.

The procurement is classified as a supply acquisition under NAICS 333415, Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, and PSC 4110, Refrigeration Equipment.
