About this opportunity
The Federal Aviation Administration is soliciting offers for a multi-year purchase of 600 Miniature Uninterruptible Power Supply kits per year for the Customs and Border Protection Remote Video Surveillance System Legacy program, with offers due November 4, 2026. The requirement is brand-name: the FAA identifies Marathon Power part UP-SDRU-0500-H1-KIT under AMS Section 3.2.2.4 and states Marathon Power is the only manufacturer providing it. The FAA's stated intent is a competitive award to the lowest-priced, technically acceptable responsible offeror, with no set-aside used. The 10/16/2026 update changed only the due date, which had been July.
Delivery goes to Operating Stock at 6500 S MacArthur Blvd, Oklahoma City, OK 73169, or to alternate addresses on delivery orders, with delivery due 70 days after order receipt. The AAQ-710 Logistics Center administers the contract. The requirement covers five 12-month periods, with unit and shipping priced on separate CLINs (ten total). Equivalent substitutions require FAA Program Office approval and must match the salient features of the approved kit, a DIN-Rail Mount UPS rated 850VA/500W at 120V with super capacitor.
Technical requirements include five unit types: single-phase capacitor-based ~800VA offline units with NEMA 5-15 input and an external strip with at least four 5-15 outlets and no switch; single-phase 1kVA online dual-conversion and 3kVA online units; 3-phase 208V 3kVA online units; and single-phase 1kVA online units capable of more than four hours of power. All units must provide a minimum fifteen-second runtime at 192 Watts, withstand dusty conditions and temperatures exceeding 110 degrees, and include mounting hardware and installation instructions. Offerors must complete all highlighted SOW fields, demonstrate realistic, fair, and reasonable pricing, and maintain current SAM representations and certifications. Buy American provisions apply, invoicing runs through the Delphi eInvoicing portal, and the warranty includes 12-month product replacement.
Evaluation is lowest price among technically acceptable responsible offers. Questions must be submitted in writing by email to Tamara Maxwell at tamara.m.maxwell@faa.gov, and offers go to that address with the subject line "6973GH-26-R-00177 - CBP MINI UPS CONTRACT - SIR." The NAICS code is 221122 (Electric Power Distribution), with a size standard of 1,100 employees, and the PSC is 6150.

6973GH-26-R-00177-CBP MINI UPS CONTRACT - Q & A
QUESTIONANSWER
1 Could you please confirm whether the intended model is UP-SDRU-0500-H1-KIT or UP-SDRS-0500-H1-KIT?The requirement UP-SDRU-0500-H1-KIT is correct.
This is for a specific scenario and that runtime is required to meet ICAO standards for this equipment.
2 Page 1 of the Statement of Work (SOW) permits equivalent mUPS systems, subject to FAA Program Office approval. Could the FAA clarify whether proposed equivalent systems must receive FAA approval prior to proposal submission, or whether offerors may submit technical documentation demonstrating equivalency with their proposals for FAA review and approval during the evaluation process, prior to contract award?
You may submit technical documentation demonstrating equivalency with proposal but that does not guarantee approval during evaluation or before award.
3 The SOW specifies that the 1 kVA online UPS must provide a runtime exceeding four (4) hours. Achieving this extended runtime may require a substantial external battery bank and may not be feasible within a standard configuration.Could the FAA please confirm whether this requirement is correct or was included in error? If it was included in error, will the FAA issue an amendment to correct the specification?
We understand this is substantial. For most UPS vendors this will involve a large external battery connection. It also is not requiring a capacitor for this CLIN, as that would not be feasible.
4 Capacity: Is the requirement specifically for the 850VA/500W reference kit, or must proposed equipment also meet the 1kVA and 3kVA configurations listed in the SOW?
If this is about watts for a fixed time, that is only for the 850.
5 Power storage: Must all proposed units use supercapacitors, or are battery-based alternatives acceptable?
Only units that specifically mention capacitors need capacitors.
6 Mounting: Is DIN-rail mounting mandatory for all proposed equivalents?
Only the 850 needs din rail mounting.
7 UL certification: Is UL listing or another specific safety certification required?
UL listing is required.
8 Technical documentation: Are additional drawings, performance specifications, or other technical details available for manufacturers proposing an equivalent product?
No further documentation can be disclosed at this time.
9 May a reseller or authorized dealer respond, or must the offer come from Marathon Power directly?
An authorized reseller may respond.
10 If a reseller may respond, is a letter from Marathon Power confirming authorized-dealer status required with the offer?Yes, please send a letter of authorization.
11Is this requirement set aside for small business? No, this is not set aside for small business.
12 Must the offer cover all five 12-month periods and the shipping lines, with one price per line for each period?
Yes, the response must include pricing for all five 12 month periods and shipping lines.
13What delivery location and delivery schedule apply, and are there country-of-origin or Trade Agreements requirements for the kits?
The requirement says all delivery will be to MMAC in Oklahoma City, OK.
14 Please confirm that responses are due by 4:00 PM Central on Wednesday, November 4, 2026.
Responses are due by 4PM 11/04/2026.
