About this opportunity
The Federal Aviation Administration (FAA) has issued a Special Notice for a market survey regarding guy tensioning and minor repair work for U.S. Forest Service communication tower assets located in Airey South, Erambert Orchard, and Wausau. The market survey seeks to gather information from potential contractors about their capabilities to perform specialized telecommunications infrastructure maintenance. Specifically, the survey targets electrical contractors with experience in communication equipment installation and tower infrastructure services. The notice was published on February 7, 2025, with responses due by February 18, 2025, at 4:00 p.m. Central Time. The FAA is seeking comprehensive information about vendors' qualifications, past performance, and potential approach to completing the required work.
The primary objective of this market survey is to assess potential contractor capabilities and determine the feasibility of setting aside the procurement for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. Interested contractors must submit a detailed capability statement addressing their history of installation services, previous relevant contracts, current government support activities, and years in business. The FAA encourages vendors to provide comments on the government's approach and demonstrate their ability to meet all requirements outlined in the draft specification document. Contractors must clearly indicate whether they can provide all listed services and describe their programmatic approach, including potential teaming or subcontracting strategies. Eligible contractors should be classified under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) and are requested to include their SBA 8(a) certification letter if applicable. The market survey is strictly for informational purposes, and the FAA will not compensate vendors for their submissions or incurred costs.

Therefore, any cost associated with the market survey submission is solely at the interested vendor’s expense.
At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran- owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.
The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of magnitude (cost estimates) from businesses interested in and capable of providing the required material and services per the requirements/specification document. Respondents to this market survey are encouraged to provide comments regarding the government’s approach to this requirement.
This market survey is also being conducted to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms.
The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICS – 238210, Electrical Contractors and Other Wiring Installation Contractors.
