The operator must be credentialed by V-Armed, capable of programming and system maintenance, and able to pass required contractor background investigations. Interested parties must submit their responses via email to Jennifer Robles at jennifer.robles1@va.gov by July 15, 2025, at 3:00 PM Mountain Time, including company information, SAM UEI, business size, and details about existing federal contract vehicles.

The contract structure is planned as a firm-fixed price arrangement for a one-year term, with the onsite operator expected to work standard business hours Monday through Friday from 8:00 AM to 4:30 PM, excluding federal holidays. The operator position requires full-time presence at the VA Portland HCS Vancouver Division facility located at 1601 East Fourth Plain Boulevard, Building 14. No current incumbent contractor or specific budget range is mentioned in the notice, though the comprehensive nature of the software licensing, warranty coverage, and full-time staffing requirements suggests a substantial contract value. The government emphasizes that this is solely a market research effort with no guarantee of contract award, and responses will be used to determine the appropriate acquisition method for the eventual solicitation.
