About this opportunity
The United States Coast Guard Office of Aviation Acquisitions is conducting market research on Augmented Reality and Virtual Reality training devices, with responses due by November 23, 2026. This is a Request for Information and Sources Sought Notice only and does not commit the Government to contract.
The USCG seeks to understand industry capabilities for developing, deploying, and maintaining VR headset-based training solutions for pilots, aircrew, and maintainers across four aircraft platforms: HC-130J, HC-144B, MH-60T, and MH-65E. The envisioned deployment includes approximately 200 headsets distributed across 26 operational air stations (5 headsets each) and 2 aviation training centers (35 headsets each). Required training capabilities encompass checklist procedures, emergency procedures, systems knowledge, maintenance procedure card execution with sign-off capability, and interactive aircraft diagnostics including built-in test menus, fault code interpretation, and line replaceable unit replacement simulation.
Respondents must address technical capabilities in multi-airframe hardware standardization, remote instructor monitoring and fault injection, open architecture standards compliance, cybersecurity and air-gap capabilities, and Authority to Operate history. The USCG applies NAICS codes 541511 (Custom Computer Programming Services) and 541512 (Computer Systems Design Services), each with a $34.0 million size standard. Written responses must not exceed 15 pages excluding cover page and file size must not exceed 10MB in MS Word or searchable PDF format. Submissions are due at 2:00 PM EST on November 23, 2026, via email to Sharita.L.Leathers@uscg.mil with cc to Joel.M.Gibney2@uscg.mil. Respondents must provide a Rough Order of Magnitude cost estimate across six cost elements: non-recurring engineering and initial software development, hardware procurement for 200 headsets, annual software licensing and sustainment, deployment and train-the-trainer costs, hardware technology refreshment options, and warranty considerations.
