About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 has issued a Special Notice announcing its intent to award a sole-source contract to Werfen USA, LLC for advanced blood gas testing equipment and supplies. This modification to the original notice adjusts the response deadline and removes unsuitable wording from the initial posting. The procurement involves a five-year, firm fixed-price Blanket Purchase Agreement (BPA) for the Werfen Gem 7000 blood gas analyzer and associated consumables for the New York Harbor Healthcare System, specifically serving the Margaret Cochran Corbin VA Medical Center and Brooklyn VA Medical Center. The contract falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with Product Service Code 6632, covering reagent rental and cost-per-test arrangements. The procurement is structured as a sole-source award under FAR Subpart 13.303-2, meaning no competitive bidding process will occur.

The primary objective behind this sole-source procurement is to address critical testing reliability issues currently plaguing the VA facilities' blood gas analysis capabilities. The Werfen Gem 7000 analyzer is being sought specifically because it is reportedly the only device on the market capable of detecting hemolysis in patient whole blood specimens, grading its severity, and implementing automatic safeguards to prevent reporting of invalid results. This capability is particularly crucial because testing will be performed by both laboratory professionals and ancillary clinical staff, increasing the potential for specimen-related errors that could delay patient care. The response deadline is August 27, 2025, at 15:00 Eastern Time, though this notice is not a request for competitive proposals and any information submitted is strictly voluntary. The small business size standard for this procurement is 1,000 employees, and responses will be considered for potential future procurement sources rather than for this specific sole-source award.

Modification 1:

The narrative has been edited to remove some unsuitable wording

The response date was changed to August 27, 2025.

The Department of Veterans Affairs, New York Harbor Healthcare System at Margaret Cochran Corbin VA Medical Center and Brooklyn VA Medical Center (VISN 2 South), intends to award a sole-source, firm fixed-price, open market, five-year BPA to Werfen USA, LLC, in accordance with FAR Subpart 13.303-2.

The acquisition sought is a BPA that will cover consumables and supplies needed to produce a reagent rental, cost per test contract. The NAICS is 334516 with a small business size standard of 1,000 employees. PSC is 6632.

New York Harbor Pathology and Laboratory Medicine Service requires state-of-the-art blood gas analyzers to perform testing both at ancillary sites on the Brooklyn and Manhattan campuses, and in the core laboratories.

The needs of VA New York Harbor are unique because testing will be performed by both laboratory professionals and ancillary clinical staff. As such it is imperative that our new analyzers are capable of detecting problems with specimens and implementing a hard stop that prevents the reporting of results that are not valid.

The most common problem with these specimens is hemolysis. The Werfen Gem 7000 is the only analyzer on the market capable of detecting hemolysis in patient whole blood specimens. Not only can it detect hemolysis, but it can also grade its severity and apply rules that hold results if it exceeds a programmable threshold.

This notice of intent is not a request for competitive proposals and no

solicitation will be made available.

Any responses received no later than 15:00 August 27, 2025 will be considered

for the purposes of determining sources for future procurements. The

Government will not pay for information submitted. Any information submitted

in response to this notice of intent is strictly voluntary.

This will be the only notice of the Government's intent to solicit, negotiate, and

award to one source to satisfy this requirement.

The needs of VA New York Harbor are unique because testing will be performed by both laboratory professionals and ancillary clinical staff. The performance of the test by ancillary clinical staff introduces the opportunity for error that has plagued our current platform.

The point of care analyzers we currently have in place are often reporting erroneous results causing confusion for providers and delaying care for patients. VA New York Harbor is confident that the Werfen Gem 7000 analyzer will significantly improve the reliability of our results and meet the needs of our veteran patients.
