This document is a Modification to a Previous Notice for a sole-source procurement by the Department of Veterans Affairs (VA) New York Harbor Healthcare System. The VA intends to award a five-year, firm fixed-price Blanket Purchase Agreement (BPA) to Werfen USA, LLC for blood gas testing equipment and consumables, specifically the Werfen Gem 7000 blood gas analyzer. The procurement is uniquely focused on acquiring an analyzer capable of detecting hemolysis in patient whole blood specimens, with the ability to grade severity and prevent reporting of invalid results.
The solicitation (36C24225Q0942) is classified under NAICS code 334516 with a small business size standard of 1,000 employees and Product Service Code 6632. The notice covers equipment needs for pathology and laboratory medicine services across Brooklyn and Manhattan VA medical center campuses, emphasizing the critical requirement for analyzers that can be used by both laboratory professionals and ancillary clinical staff. The response deadline is set for August 27, 2025 at 15:00 Eastern Time, with responses to be considered for potential future procurement sources. DESCRIPTION
Modification 1:
· The narrative has been edited to remove some unsuitable wording
· The response date was changed to August 27, 2025.
The Department of Veterans Affairs, New York Harbor Healthcare System at Margaret Cochran Corbin VA Medical Center and Brooklyn VA Medical Center (VISN 2 South), intends to award a sole-source, firm fixed-price, open market, five-year BPA to Werfen USA, LLC, in accordance with FAR Subpart 13.303-2.
The acquisition sought is a BPA that will cover consumables and supplies needed to produce a reagent rental, cost per test contract. The NAICS is 334516 with a small business size standard of 1,000 employees. PSC is 6632.
New York Harbor Pathology and Laboratory Medicine Service requires state-of-the-art blood gas analyzers to perform testing both at ancillary sites on the Brooklyn and Manhattan campuses, and in the core laboratories.
The needs of VA New York Harbor are unique because testing will be performed by both laboratory professionals and ancillary clinical staff. As such it is imperative that our new analyzers are capable of detecting problems with specimens and implementing a hard stop that prevents the reporting of results that are not valid.
The most common problem with these specimens is hemolysis. The Werfen Gem 7000 is the only analyzer on the market capable of detecting hemolysis in patient whole blood specimens. Not only can it detect hemolysis, but it can also grade its severity and apply rules that hold results if it exceeds a programmable threshold.
This notice of intent is not a request for competitive proposals and no solicitation will be made available.
Any responses received no later than 15:00 August 27, 2025 will be considered for the purposes of determining sources for future procurements. The Government will not pay for information submitted. Any information submitted in response to this notice of intent is strictly voluntary.
This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement.
