About this opportunity

The Department of Veterans Affairs (VA), specifically the Veterans Health Administration's Network Contracting Office 17, has issued a Special Notice announcing its intent to award a sole-source bridge contract to Beckman Coulter, Inc. for an integrated chemistry Cost-Per-Reportable Result (CPRR) program. The contract will cover equipment rental, maintenance services, and testing for multiple VA medical facilities in Central Texas, including locations in Temple, Austin, and Waco. The contract involves specific medical analyzers and will support a comprehensive chemistry testing program encompassing 103 different chemistry and immunochemistry tests. This bridge contract is designed to provide continuity of services while the VA prepares to implement and validate new equipment analyzers. The procurement will be executed as a firm-fixed price VA NAC FSS Order under the Analytical Laboratory Instrument Manufacturing NAICS category.

The primary purpose of this Special Notice is to bridge a gap in medical testing equipment and services while the VA completes the implementation of new analyzer systems. Contractors have a 7-day window from the notice's publication to submit capability statements, though no contract will be awarded based on these submissions unless a more advantageous source is identified. The VA will consider any submitted proposals to determine if a comparable source exists, but the current intent is to proceed with Beckman Coulter, Inc. as the sole-source provider. The bridge contract will run from January 15, 2025, through October 14, 2025, and covers equipment at three VA medical facilities with specific analyzer configurations. The sole-source justification is based on the need for additional time to implement and validate new equipment analyzers, bridging between previous contracts that have expired or are set to expire. The statutory authority for this limited-source procurement is 41 U.S.C. 152(3), as implemented by Federal Acquisition Regulation (FAR) 8.405-6, which allows for limited competition under specific circumstances.
