About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 10, is soliciting proposals for repainting of the water tower at Aleda E. Lutz VA Medical Center in Saginaw, Michigan, with proposals due July 9, 2026. This procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside. A mandatory site visit is scheduled for June 16, 2026, at 10:30 AM EST, and the RFI cutoff is June 24, 2026.

Place of performance is 1500 Weiss Street, Saginaw, Michigan 48602. The work includes exterior washing and overcoating with VA logo update, full interior blasting and recoating, and spot repairs and touch-ups to the interior dry riser, with a 90-calendar-day performance period commencing within 10 days of award. The 250,000-gallon spheroid tank was constructed in 2012; a July 2024 inspection rated the exterior in sound condition with chalking indicative of UV breakdown and recommended interior coating replacement.

Specification Section 09 96 00 requires industrial protective coatings with specified products: exterior system using Macropoxy 646 Epoxy and Hi-Solids Polyurethane 250; interior system using Corothane Galvapak 1K at 2.5 mils DFT and Duraplate UHS at 20 mils DFT. Contractor must obtain independent third-party coating inspection by NACE/AMPP Level II inspectors (Level III preferred), perform surface preparation per SSPC-SP5 or SP10, conduct holiday detection testing and dry film thickness gauges per SSPC-PA2, and complete hydrostatic pressure testing, flushing, and disinfection per AWWA C652. All coatings must comply with NSF 61 or NSF 372. The contractor must provide confined space entry planning, fall protection systems, TCLP waste characterization, environmental monitoring including HEPA dust control and particulate/noise compliance per Michigan EGLE regulations, and as-built drawings in AutoCAD format. Allowable work hours are 6 AM to 6 PM weekdays only; noise-producing work is limited to 8 AM to 5 PM.

The estimated construction value is between $250,000 and $500,000. Davis-Bacon Act wage rates apply; prevailing wages in Saginaw County for painters are $29.23–$30.22 hourly plus $19.11–$22.22 fringe benefits, with other trades ranging from $12.00 to $47.28 base hourly rates. The contract type is firm-fixed-price with a 75% limitation on subcontracting, requiring at least 25% of work by the SDVOSB prime or certified SDVOSB/VOSB subcontractors. Contractor shall provide all materials, labor, and supervision repainting of  the water tower at the Saginaw VA Medical Center. Exterior is to be washed and overcoated, VA logo is to be updated. Interior coating is to be “full blasted” and recoated. Interior dry riser is to be spot repaired and touch ups as necessary.

The work described above will take place at the VAMC located at 1500 Weiss St., Saginaw, MI 48602, the period of performance for the project will be ninety (90) calendar days.
