About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration is conducting a market research Request for Information (RFI) to identify potential manufacturers of prescription eyeglasses for VA medical centers nationwide. The solicitation seeks to procure both dress and safety prescription eyeglasses for eligible veterans, targeting manufacturers under NAICS code 339115 for Ophthalmic Goods Manufacturing. Key contract objectives include establishing multiple indefinite-delivery, indefinite-quantity (IDIQ) national contracts with standardized pricing and manufacturing specifications. Potential suppliers must provide company details, DUNS and UEI numbers, and indicate small business program eligibility by the response deadline of April 10, 2025 at 4:30 PM Eastern Time. An Industry Day is scheduled for April 2, 2025, and vendors may submit questions to jeremy.boston@va.gov by March 26, 2025 at 11:00 AM Eastern Time.
While no specific set-aside has been definitively established, the RFI indicates potential preference for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and other small business categories. The VA anticipates awarding at least two national contracts with a performance period spanning five years, potentially including a 60-day transition period for a successor contractor. The draft price schedule suggests contract periods from January 1, 2026 through December 31, 2032, with potential option periods extending to December 31, 2035. Manufacturers will be required to meet rigorous technical specifications, including delivering eyeglasses within 7 business days, maintaining a 95% quality standard, and achieving 90% patient satisfaction. The VA will utilize a web-based ordering platform and expects contractors to provide comprehensive reporting, including daily shipping reports and monthly quality assessments.
