About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center is conducting market research through this Sources Sought Notice to identify qualified vendors capable of supplying Pachymeters: Corneal Ultrasound equipment (DGH Pachmate 2 brand name or equal) on an agency-wide basis for delivery to VA medical centers throughout the United States. The procurement seeks handheld pachymeters meeting specific technical specifications, including a measurement range of 300-999 microns, accuracy of ±5 microns, battery operation, minimum 9 readings per test capability, and weight under 3.65 ounces. Vendors must be registered in SAM with appropriate NAICS code 339112 certification, and service-disabled veteran-owned small businesses must be verified in the SBA database. While this is a planning document and does not constitute a formal solicitation for bids or proposals, the VA intends to award a single Requirements Contract with Firm-Fixed Price orders to a qualified source. Responses to this Sources Sought Notice are due by December 30, 2025, and must include detailed company information, technical literature, pricing, service plans, and potential subcontracting opportunities.

This procurement carries no set-aside designation and represents an open competition opportunity. The anticipated contract will consist of one 12-month base period followed by four optional 12-month extension periods, with estimated annual quantity requirements ranging from 15 to 40 units for both the Pachmate 2 device and its detachable probe. The contract structure utilizes Firm-Fixed Price orders under FAR 16.503, with contract continuation dependent upon successful performance during each preceding year and demonstrated continued need by the government. The size standard for this NAICS code 339112 procurement is 1,000 employees, establishing the small business threshold for potential offerors. Specific award values are not disclosed in this pre-solicitation phase, though the government's decision to proceed will be based on identified qualified sources and their capability to meet the Veterans Health Administration's equipment requirements on a national scale.
