About this opportunity

The Department of Veterans Affairs Network Contracting Office 22 is conducting market research for 170 BCMA barcode scanners through Sources Sought Notice 36C26227Q0088, with capability responses due November 16, 2026, at 7:00 AM Pacific Time. The notice is not a solicitation and cannot form a binding contract. The Set Aside line reads "No Set-Aside Used," while the attached notice states that the Government may set aside the acquisition if market research establishes reasonable expectation that two or more Veteran-owned businesses or small business concerns can fulfill the requirement. The procurement falls under NAICS 334118 with a 1,000-employee size standard and PSC 6515.

Delivery is required to the Carl T. Hayden Medical Center receiving warehouse at 650 E. Indian School Road, Phoenix, Arizona 85012, for use at the main facility and community-based outpatient clinics (CBOCs). The requirement covers 100 Honeywell Xenon Ultra 1960H corded units for Patient Aligned Care Team (PACT) clinics and 70 Honeywell Xenon Ultra 1962H cordless units for Medicine Specialty clinics. It is a one-time purchase with an estimated total cost of $113,865.50, and the scanners support a new Electronic Health Record system by scanning patient wristbands and IDs at intake.

Vendors must be manufacturers, authorized distributors, or authorized resellers, verified through OEM authorization letters, and gray market items are not acceptable. Capability statements must address draft salient characteristics and the SOW, business size classification, limitations on subcontracting, Non-Manufacturer Rule applicability, Buy American Act conformance, and existing Federal Supply Schedule or government contract status. The equipment does not connect to VA networks or store sensitive VA information, so C&A and Security Accreditation Package requirements do not apply. Contractor personnel needing facility access for more than two consecutive days, or any access to VA information systems, must complete VA privacy training (Course No. VA10176) first.

Pricing is encouraged for market research only and will not be used for award evaluation. Inquiries go to Anthony.delacruz@va.gov with SSN 36C26227Q0088 in the subject line. A formal solicitation will be published later on SAM.gov or eBuy.gsa.gov.
