About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 10 (VA Network Contracting Office 10) is conducting a Sources Sought market research notice to identify potential sources for Spectralis HRA + OCT optical imaging systems and associated equipment. This pre-solicitation notice, issued March 4, 2026, seeks to determine interest and capability among small businesses, service-disabled veteran-owned small businesses (SDVOSB), and veteran-owned small businesses (VOSB) capable of supplying and installing these ophthalmic diagnostic imaging platforms. The VA has specific requirements regarding whether potential sources are manufacturers or authorized distributors, requiring verification through authorization letters from the original equipment manufacturer. Key objectives include assessing manufacturer authorization status and verifying size classification under NAICS code 339112 (Surgical and Medical Instrument Manufacturing). All interested parties must submit responses by March 13, 2026, at 9:00 AM EST to percy.johnson2@va.gov, and potential contractors must be registered with the System for Award Management (SAM) and the Small Business Administration (SBA) if claiming small business status.

The acquisition targets three VA facilities in Indiana: Indianapolis VA Medical Center, Shelbyville Clinic, and Wakeman VA Clinic, with no set-aside designations applied. The Indianapolis location requires two complete Spectralis tracking OCT systems with specific configurations including BluePeak-Multicolor and HRA+OCT capabilities, a trade-in unit, widefield imaging module, OCT angiography capability, associated software packages, HEYEX 2 data management software, and three HP Z2G9 computers with 64GB RAM and Windows 11. Both Shelbyville and Wakeman clinics require one OCT Plus system each with BluePeak-Advanced configurations and associated software. The acquisition includes eight additional HEYEX 2 licenses and an extended image management backend, with mandatory annual maintenance and licensing fees commencing after the one-year warranty period expires. No specific award value or budget range was disclosed in this sources sought notice, which is conducted for informational and planning purposes only and does not constitute a solicitation or commitment by the government at this time.

Salient Characteristics

Ophthalmic diagnostic imaging and angiography platform used primarily to examine the structures of the retina, macula, and optic nerve.

Confocal Scanning Laser Ophthalmoscope combines the selectivity of laser light with the pinpoint resolution of confocal scanning to provide image detail and clarity not available from traditional fundus photography

TruTrack Active Eye Trac: imaging technology that utilizes two beams of light simultaneously to track and image the eye. Actively tracking the eye in real time throughout image capture mitigates the effects of eye motion, resulting in more accurate scan data

Noise Reduction: technology that reduces the noise inherent in scanning laser imaging by capturing multiple images in the exact same location

AutoRescan: retinal recognition technology to automatically position the scan in the same anatomic location at follow up to precisely track change over time

Eye Explorer: remote image review and analysis

Scanning Laser Angiography: provides high-resolution images and video sequences showing the dynamic movement of dye through the vessels and minute details of the parafoveal capillary network

Blue Laser Autofluorescence: a non-invasive, scanning laser fundus imaging modality that provides a map of the retina which can reveal metabolic malfunction of diagnostic significance in many conditions such as AMD

Panning camera head allows the camera to move from side to side and tilt up and down to accommodate patient positioning and imaging in the periphery.

Movie image capture provides cSLO videos in single frame and high speed modes.

Touch panel enables the user to easily select acquisition modalities and settings

Up to eight (8) imaging modes: Spectral domain OCT, infrared reflectance (IR), Multicolor (MC), BluePeak blue laser autofluorescence (BAF), blue reflectance (BR), OCT angiography (OCTA), fluorescein angiography (FA), and ICG angiography (ICG

Up to ten (10) simultaneous imaging options: OCT+IR, OCT+BAF, OCT+BR, OCT+MC, OCT+FA, OCT+ICGA, BAF+IR, FA+IR, ICGA+IR, FA+ICG

Up to five (5) separate light sources at the following wavelengths: 880 nm SLD, 815 nm diode laser, 786 nm diode laser, 518 nm diode laser, 486 nm diode laser

Fundus image field of view ranges from 8° up to 102° with exchangeable optical lens
